การเสริมสร้างศักยภาพของผู้นำเด็ก และเยาวชนในชุมชน เทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย

Abstract

การวิจัยนี้เป็นการวิจัยเชิงพัฒนา (R&D) มีวัตถุประสงค์เพื่อศึกษาและเสริมสร้างศักยภาพเด็กและเยาวชน ชุมชนเทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย ประชากรผู้ร่วมกระบวนการวิจัยคือผู้นำเด็กและเยาวชนจาก 19 หมู่บ้านในเขตเทศบาล ตำบลบ้านดู่ จำนวน 28 คนใช้การเลือกกลุ่มตัวอย่างแบบเจาะจงคือผู้นำเด็กและเยาวชนของแต่ละหมู่บ้าน ทั้งที่เป็นผู้นำเด็กและเยาวชนที่ได้รับการแต่งตั้งอย่างเป็นทางการ และได้รับการยอมรับให้เป็นผู้นำ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ การสัมภาษณ์เชิงลึก แบบวัดภาวะผู้นำ แบบประเมินทักษะชีวิต และแบบสังเกตความรู้เรื่องสิทธิต่างๆ ของเด็กและเยาวชน วิเคราะห์ข้อมูลเชิงคุณภาพด้วยการวิเคราะห์เนื้อหา ใช้สถิติพื้นฐานได้แก่ ค่าร้อยละเพื่อวิเคราะห์ข้อมูลทั่วไปของกลุ่มตัวอย่างและส่วนเบี่ยงเบนมาตรฐานมาวิเคราะห์ข้อมูลเชิงปริมาณจากแบบประเมินผลการเปลี่ยนแปลงก่อน-หลังเข้าโครงการพัฒนาศักยภาพการเป็นผู้นำเด็กและเยาวชน ผลการวิจัย พบว่า 1)ได้มีการจัดตั้งกลุ่มเด็กและเยาวชนใน 19 หมู่บ้านตามนโยบายของเทศบาลตำบลบ้านดู่ ในปี พ.ศ. 2553 แต่มิได้มีการรวมกลุ่มกันทำกิจกรรมที่จริงจัง สาเหตุจากการแต่งงานมีครอบครัว ย้ายไปเรียนหนังสือต่างจังหวัด และผู้ปกครองไม่เห็นด้วยกับการมาร่วมทำกิจกรรม ผลการสัมภาษณ์ปัญหาและความต้องการของผู้นำเด็กและเยาวชน พบว่า ต้องการการพัฒนาในเรื่องของทักษะในการเขียนแผน การเขียนโครงการ และการพัฒนาความรู้เรื่องของกฎหมายและสิทธิที่เกี่ยวข้องกับเด็กและเยาวชน 2) ผู้นำเด็กและเยาวชนชุมชนเทศบาลบ้านดู่ส่วนมากเป็นเพศหญิง มีอายุตั้งแต่ 15-20 ปี และมีระดับการศึกษา อยู่ในระดับมัธยมปลาย/ปวส. 3) การเสริมสร้างศักยภาพเด็กและเยาวชนชุมชน ประกอบด้วย การเสริมสร้างทักษะ และความสามารถในเรื่องของ กฎหมายที่เกี่ยวข้องกับสิทธิเด็กและเยาวชน การเสริมสร้างทักษะชีวิต ภาวะผู้นำ และการเสริมสร้างความสามารถในเรื่องของการเขียนแผนและการเขียนโครงการโดยการให้ความรู้ และลองฝึกปฏิบัติ 4) ผลการพัฒนา พบว่า ผู้นำเด็กและเยาวชนมีความรู้ ทั้งทางด้าน กฎหมายที่เกี่ยวกับสิทธิเด็กและเยาวชน มีทักษะชีวิต ทักษะการเขียนโครงการ และมีภาวะผู้นำ เพิ่มขึ้นมีค่าเฉลี่ยเท่ากับ 3.77 (เทียบกับเกณฑ์ Mean 3.50) ซึ่งอยู่ในระดับ มาก จากการระดมสมองร่วมกันจัดทำแผนปฏิบัติงาน เพื่อเป็นการประชาสัมพันธ์กลุ่มและสร้างเครือข่ายเด็กและเยาวชนได้ทำกิจกรรมต่อเนื่อง ประกอบด้วย โครงการโอบกอดด้วยรัก โครงการ ฝายสานสัมพันธ์ โครงการหนุ่มสาวสูงวัยใส่ใจสุขภาพฟัน รวมถึงได้จัดทำโครงการเกี่ยวกับการอนุรักษ์สิ่งแวดล้อม คือโครงการ “หมอกควัน มหันตภัยเงียบ” ซึ่งได้รับการสนับสนุนจากมูลนิธิกองทุนไทย

Potential Reinforce of Child and Youth Leaders in Bandu Municipality Communities Muang District, Chiang Rai Province

This research was a R&D research aiming to study and enhance the children and youth leaders of Bandu Municipality, Muang District, Chiang Rai Province. The population composed of 28 children and youth from 19 villages in Bandu Municipality selected by purposive sampling method. They were both the leaders by formal appointment and acceptance. The research instruments were an interview form, an in-depth interview form, a leadership competency assessment form, a life skills assessment form and an observation of knowledge regarding the children and youth ’rights. The qualitative data was analyzed by content analysis and basic statistics for examples, percentage for personal data analysis and deviation for quantitative data analysis from the children and youth’s changes before and after participating the Project of Potential Enhancement of Children and Youth Leaders. The results were found that: 1) The children and youth group has been established in all 19 villages according to the policy of Bandu municipality in the year 2009, but they did not do the activities seriously due to several reasons, such as getting married, going to school in other provinces, and their parents did not agree with children and young people in doing activities. Regarding to the in-depth interview dealing with problems and needs of the children and youth leaders, it revealed that they needed to develop their skills on writing projects, including developing knowledge on laws and rights of the children and youth. 2) The children and youth leaders in Bandu Municipality were female, aged between 15-20 years old. They graduated from High School or Vocational Level. 3) To enhance the children and youth leaders’ potential consisted of empowering skills and potential on the laws and the rights of children and youth, strengthening life skills, leadership, reinforcement of ability on writing plans and projects by providing knowledge and practice. 4) Regarding to the results of the development, it was found that after participating in potential enhancement project, the children and youth leaders’ knowledge on the law and rights related to children and youth, including their life skills, project writing skills, and leadership increased at a high level (compared to the Mean 3.50). In addition, they also brainstormed and collaborated by doing action plan in order to promote their group and set up more networks more continuously consisting of Project of Obe Kord Duay Rak (Project of Embracing with Love), Project of Fai Sarn Sam Phan (Project of Dam of Interaction) and Project of Num Sao Sung Wai Sai Jai Sukkha Parb Fun. (Teeth Care of Elderly and Youth), including the project of the environmental conservation; that was "Mok Khuan Mahantaphai Ngieb" (Smoke: Silent Disaster) which were supported by Thai Fund Foundation.
