การจัดทำแนวทางอนุรักษ์และฟื้นฟูชุมชนดั้งเดิมด้วยกระบวนการ มีส่วนร่วม กรณีศึกษาชุมชนริมน้ำจันทบูร

บทคัดย่อ

ปัจจุบัน ชุมชนในประเทศไทยหลายแห่งกำลังได้รับผลกระทบจากการพัฒนาที่ขาดการมีส่วนร่วม ส่งผลให้ ชุมชนดั้งเดิมต้องเผชิญกับปัญหาทั้งด้านสภาพแวดล้อมและวิถีชีวิตวัฒนธรรม ชุมชนริมน้ำจันทบูร เป็นชุมชนดั้งเดิม ที่กำลังก้าวสู่ปัญหาดังกล่าว ผู้วิจัยจึงทำการวิจัยเชิงปฏิบัติการอย่างมีส่วนร่วม (Participatory Action Research) ร่วมกับชาวชุมชนริมน้ำจันทบูรและหน่วยงานปกครองส่วนท้องถิ่นที่เกี่ยวข้อง โดยมีวัตถุประสงค์ในการวิจัย คือ 1) ศึกษาและทดลองดำเนินกระบวนการมีส่วนร่วมในการจัดทำ แนวทางอนุรักษ์และฟื้นฟูชุมชน เพื่อสร้างแนวทางการ ออกแบบผังและมาตรการกำกับผังอนุรักษ์และฟื้นฟูชุมชนที่เหมาะสม 2) ศึกษาปัจจัยที่เอื้อให้เกิดการมีส่วนร่วม และ อุปสรรคที่มีผลต่อการดำเนินงาน ผลการวิจัยพบว่า กระบวนการทำงานช่วยสร้างการมีส่วนร่วมได้ในระดับสูง ทำให้ ชุมชนและเทศบาลเข้าใจและเห็นความสำคัญของการอนุรักษ์และฟื้นฟูชุมชนมากขึ้น จนเกิดมติยอมรับแนวทางดัง กล่าวร่วมกัน โดยมีปัจจัยสำคัญที่เอื้อให้เกิดการมีส่วนร่วม คือ การที่ชุมชนมีประเด็นปัญหาร่วมกัน ส่วนอุปสรรคที่มี ผลต่อกระบวนการมีส่วนร่วม คือ ความขัดแย้งของคนในชุมชนที่ยังคงมีอยู่ ทำให้ไม่สามารถเกิดการแลกเปลี่ยนความ คิดเห็นและการตัดสินใจร่วมกัน นอกจากนี้ภายในชุมชนประกอบด้วยผู้เช่าเกือบ 50% และมีเจ้าของพื้นที่ที่อาศัยอยู่ ภายนอกชุมชนอีกประมาณ 15% จาก 240 หลังคาเรือน ซึ่งบุคคลเหล่านี้มักขาดความรู้สึกเป็นเจ้าของพื้นที่ ส่วนกระบวนการและเครื่องมือที่มีศักยภาพที่นำไปสู่การแก้ปัญหาและเกิดการประสานผลประโยชน์ร่วมกัน คือ การสนทนากลุ่มย่อย อย่างไรก็ตาม เพื่อให้เกิดการอนุรักษ์และฟื้นฟูชุมชนอย่างยั่งยืน จำเป็นจะต้องผลักดันให้แกน นำชุมชนจัดตั้งคณะกรรมการดูแลกติกาชุมชน และจัดกิจกรรมสร้างความสัมพันธ์ที่ส่งเสริมให้ชุมชนได้ตระหนักถึง การอนุรักษ์และฟื้นฟูชุมชนอย่างมีทิศทาง

Conservation and Revitalization Guidelines for Traditional Communities by Participatory Approach: Chanthaboon Waterfront Community Case Study

At present, almost community in Thailand are being affected by the development which lacks of participatory process. Thus, they are facing to environmental and cultural problems. Chantaboon waterfront community is a traditional community that is facing into the problems as stated. Therefore, researcher set up the participatory action research in collaboration with Chantaboon waterfront community members and local authority related with following objectives. 1) To create the conservation and revitalization guideline in order to form suitable code of conduct of master planning along with conservation and community revitalization planning guidelines. 2) To study the factor that encourages the participatory process and obstruction that affects on operation. The research result has found that working process does help heighten considerable level of participation causing community and local authorization to understand and realize more on the importance of conservation and revitalization of community until there is commitment on the above mentioned guidelines. But the opposition of some groups is still the issue of participation. Moreover, community members include tenants around 50% and landlords who live outside of community around 15% from 240 households. As a result, these groups lack of sense of belonging. However, the discovery of the efficient processes and the tools leading to solution and benefit sharing within the community which is focus group discussion. Nevertheless, to gain the sustainable conservation, it is needed to urge the community leads to set up community rule and to set up activities that encourage the community members to realize the directional conservation and community revitalization.
