แนวทางการพัฒนากายภาพของชุมชนหัวเวียงใต้ผ่านกระบวนการมีส่วนร่วมของสังคม

บทความนี้เป็นส่วนหนึ่งของงานวิจัยในพื้นที่ชุมชนหัวเวียงใต้ อำเภอเมือง จังหวัดน่าน ที่คณะผู้วิจัยได้ดำเนินการ
ระหว่างปี พ.ศ. 2554 - 2556 มีวัตถุประสงค์เพื่อศึกษาลักษณะเฉพาะ ปัญหาและความต้องการของชุมชน เพื่อนำมา
จัดทำแผนงานและแนวทางการพัฒนากายภาพของชุมชนให้เกิดความน่าอยู่ สอดคล้องกับวัฒนธรรมการอยู่อาศัย
และส่งเสริมเอกลักษณ์ให้แก่ชุมชนหัวเวียงใต้ ซึ่งเป็นย่านการค้าพาณิชยกรรมเก่าแก่ที่มีพัฒนาการทางประวัติศาสตร์
แต่ปัจจุบันลักษณะเฉพาะดังกล่าวเริ่มเลือนหายไป จำเป็นต้องสร้างความตระหนักให้คนในชุมชนเกิดกระบวนการ
เรียนรู้และสร้างความภาคภูมิใจในการรักษาภูมิทัศน์วัฒนธรรมในชุมชนของตนเอง การศึกษาใช้วิธีการสำรวจข้อมูล
ชุมชนและอาคารที่สำคัญ การประชาคมร่วมกับหน่วยงานท้องถิ่นที่เกี่ยวข้อง การสนทนากลุ่มย่อย การศึกษาดูงาน
เพื่อเรียนรู้ประสบการณ์การฟื้นฟูและอนุรักษ์เมือง ตลอดจนการก่อสร้างโครงการนำร่องตามแผนพัฒนากายภาพ
ผลการศึกษาพบว่าชุมชนมีความตระหนักและให้ความสำคัญต่อกระบวนการมีส่วนร่วม จนนำไปสู่แผนงานและแนวทาง
การพัฒนากายภาพของชุมชนอย่างเป็นรูปธรรม จนเกิดการขยายผลไปสู่ชุมชนรอบข้าง ทั้งนี้ การวางแผนและพัฒนา
ชุมชนต้องการการมีส่วนร่วมจากประชากรทุกเพศทุกวัย เพื่อให้เกิดการแลกเปลี่ยนเรียนรู้ร่วมกันอย่างต่อเนื่อง จนนำ
ไปสู่การพัฒนาชุมชนที่ยั่งยืน นอกจากนี้ ชุมชนจำเป็นต้องได้รับการสนับสนุนจากหน่วยงานท้องถิ่นอย่างต่อเนื่องด้วย

ABSTRACT
This article is part of a research that was conducted at the Hua Wiang Tai Community of
Mueang District, Nan Province between 2011-2013. The objectives were to examine the special characteristics as well as the problems and the needs of the community in order to establish a plan and directions for developing the physical features of the community to make it more pleasant to live in corresponding to its habitation culture. In addition, the work promotes the  uniqueness of the Hua Wiang Tai Community as an old commercial quarter with a long istorical development,whichhasrecentlybeenfadingaway.Itisthereforenecessarytocreateanawareness among the community members to create a learning process and promote a sense of pride concerning the cultural landscape of their community and significant buildings and places while participatingincivilsocietyactivitieswithrelevantlocalagencies,smallgroupdialogue.Afieldstudy was done tolearn about theconservationandrestoration ofthecityaswell asestablishinga pilot projectbasedonthephysicaldevelopmentplan.Theresultsshowthatthecommunitywasaware of and realized the significance of the participatory process to the extent that it could lead in planning and making guidelines for a concrete physical development of the community while expanding into the surrounding communities. Thus, the planning and development of the communityrequireagreatdealofparticipationofwithpeopleofdifferentageandgendertoensure an ongoing learning and knowledge exchange for sustainable community development, including a continual support from local agencies.
