This article is part of the thesis of an integrated study on ethical values of belief and non-belief in an existence of God with emphasis on the philosophies of Mahatma Gandhi and Dr.B.R. Ambedkar. This article aims to study on the philosophical concepts of Dr. B.R. Ambedkar, to study on the social development of Dr.B.R. Ambedkar and to analyze the social development in philosophical concepts of Dr. B.R. Ambedkar Approach. The Philosophical Concepts of Dr. B.R. Ambedkar Approach are found that there are two main social developments; 1) religious reformation 2) social reformation, support for the liberty and social equality.
