The Development of University Support Staff in the State University at the Three Southern Border Provinces to Become a High-Performance Organization

Abstract

This study focuses on developing support staff of university staff to become high-performance organizations of state universities in the three southern border provinces. The objectives were to 1) examine the level of human resource development of support staff, 2) examine the level of becoming a high-performance organization, and 3) study the influence of the development of university support staff on becoming a high-performance organization. The research methodology is quantitative. The sample consists of 323 university support staff, who were selected by stratified sampling. Data were collected using a questionnaire that has been checked for quality, validity, and reliability. Data were analyzed using descriptive statistics and multiple regression analysis. The results found that 1) the overall level of support staff development was high (equation = 4.09, S.D. = 0.47). The development aspect had the highest mean (equation = 4.14, S.D. = 0.50), followed by training (equation = 4.13, S.D. = 0.51) and education (equation = 4.00, S.D. = 0.61). 2) the overall level of high-performance organization attributes was high (equation = 4.16, S.D. = 0.46), with strategic management scoring the highest (equation = 4.19, S.D. = 0.50), followed by service recipient and stakeholder focus (equation = 4.15, S.D. = 0.52), and management quality (equation = 4.12, S.D. = 0.52). 3) the multiple regression analysis found that human resource development had a statistically significant effect on high-performance organization attributes at a level of 0.05 (R² = 0.57). The development aspect had the strongest influence (β = 0.56), followed by education (β = 0.19), while training showed no statistically significant influence on high-performance organization attributes in state universities in the three southern border provinces.
