Road Safety Management of Local Government Organization under the Citizen Cooperation through Social Mechanisms in Surat Thani

Abstract
This study aims to 1) examine road safety management 2) investigate citizen cooperation through social mechanisms in the road safety management of local administrative organizations in Surat Thani Province. 3) explore strategies for supporting citizen cooperation through social mechanisms in the management of road safety by local administrative organizations. This research employed a convergent parallel mixed-methods design. The research was conducted within local administrative organizations in Surat Thani Province. The quantitative research utilized questionnaires for data collection. The population was determined using probability sampling through purposive sampling, based on the structure of the Road Safety Operation Centers of local administrative organizations, with 9 samples selected from each of the 138 centers, totaling 1,242 samples. These participants included the chairperson of the Road Safety Operation Center, the vice chairperson, committee members, the secretary, and representatives from the civil sector. The qualitative research employed interviews and focus group discussions with 20 local executives and staff members from local administrative organizations recognized for their outstanding citizen participation activities in road safety management. Data analysis was conducted using frequency, percentage, mean, standard deviation, and canonical correlation analysis.
The results of the study revealed that:
- The road safety management of local administrative organizations in Surat Thani Province was found to be at the highest level. In particular, the establishment of Road Safety Operation Centers within local administrative organizations was highlighted. These organizations actively promote road safety awareness and a sustainable safety culture, as well as conduct regular road surveys and inspections of physical road conditions.
- Citizen cooperation through social mechanisms was found to be at the highest level. This includes participation in group-level activities through road safety networks, individual-level engagement in safety-related activities, and the mobilization of resources to support road safety initiatives.
- Road safety management was moderately correlated with citizen cooperation through social mechanisms, with a canonical correlation coefficient of 0.394. The analysis of the relationships led to an exploration of strategies for road safety management by local administrative organizations, which is facilitated by citizen cooperation through social mechanisms. These mechanisms support individual-level engagement in activities such as road safety surveys and physical inspections of road conditions, as well as participation in the road safety operations centers organized by local administrative organizations.
The findings from this research provide local administrative organizations with in-depth insights into road safety management and citizen cooperation, particularly in promoting individual-level participation throughout various stages—planning, decision-making, implementation, benefit-sharing, and evaluation. These insights can be used to further develop and improve road safety management practices in a more effective and appropriate manner.
