Strategic Model Development for Smart City Management in Khon Kaen

Abstract
Empowering the development of Khon Kaen Smart City to make the city efficient, livable and sustainable is a question worth searching for answers. Khon Kaen Smart City is a successful model that has been seriously developed and has a smart city management strategy differing from other cities. This research aims (1) to develop a framework of strategic indicators for Khon Kaen Smart City management, (2) to analyze the causal relationship structure of the strategic indicators for Khon Kaen Smart City management, and (3) to synthesize a strategic management model for Khon Kaen Smart City. The study employs a mixed-methods approach combining qualitative and quantitative research methodologies.
The research findings reveal that (1) the framework of strategic indicators for Khon Kaen Smart City management comprises five key factors and 19 indicators; (2) the analysis of the causal relationship structure of these strategic indicators shows that Khon Kaen Smart City management emphasizes key strategic indicators, including participation, collaborative governance, leadership, and decentralization. The causal structure analysis indicates that the most influential factors directly affecting the efficiency and effectiveness of Khon Kaen Smart City development are, in order, decentralization, participation and leadership. Considering the efficiency and effectiveness of Khon Kaen Smart City development as the ultimate outcomes of the model, it was found that these outcomes are most strongly influenced by enhancing the role of local authorities, followed by participation and leadership. The direct effect (DE) coefficients were 0.44*, 0.26*, and 0.17*; indirect effect (IE) coefficients were 0.25*, 0.10*, and 0; and total effect (TE) coefficients were 0.69*, 0.36*, and 0.17*, respectively. The developed model is empirically validated and consistent with empirical data (χ² = 103, p-value = 0.1023, GFI = 0.96, AGFI = 0.99, and RMSEA = 0.031). (3) The synthesis of the strategic management model for Khon Kaen Smart City resulted in a model titled the "Khon Kaen Smart City Empowerment Model."
