การวิเคราะห์การเปลี่ยนแปลงทางเศรษฐกิจของจังหวัดเชียงรายด้วยดัชนีอัตราส่วนที่ตั้งและการวิเคราะห์แบบชิฟท์-แชร์

วัตถุประสงค์ของงานวิจัยนี้ คือ ศึกษาถึงการเปลี่ยนแปลงของกิจกรรมทางเศรษฐกิจในจังหวัดเชียงราย ระหว่างปี พ.ศ. 2555 – 2564 ด้วยดัชนีอัตราส่วนที่ตั้ง (Location Quotient: LQ) และการวิเคราะห์แบบชิฟท์-แชร์ (Shift-Share) ผลการศึกษา พบว่า จังหวัดเชียงรายมีความชำนาญในภาคการเกษตรมากกว่าระดับประเทศ อย่างไรก็ตาม ในช่วง 10 ปีที่ผ่านมา ความชำนาญในภาคการเกษตรมีแนวโน้มลดลง หากพิจารณาในภาคบริการ จังหวัดเชียงรายมีความชำนาญหรือมีความสามารถในการแข่งขันสูงกว่าระดับประเทศเล็กน้อย ขณะที่ภาคอุตสาหกรรมนั้น จังหวัดเชียงรายมีความชำนาญน้อยกว่าระดับประเทศ นอกจากนั้น หากพิจารณาดัชนี LQ ร่วมกับการวิเคราะห์แบบ Shift-Share และ BCG Matrix พบว่า ในปี พ.ศ. 2564 มี 3 สาขาการผลิตที่มีศักยภาพและได้รับการจัดให้อยู่ในกลุ่มอุตสาหกรรมดาวเด่น คือ การศึกษา (Education) การขนส่งและสถานที่เก็บสินค้า (Transportation and Storage) และกิจกรรมด้านอสังหาริมทรัพย์ (Real Estate Activities) ขณะที่สาขาการผลิตอื่น ๆ อีก 16 สาขานั้น จำเป็นต้องได้รับการสนับสนุนและบูรณาการความร่วมมือจากทางภาครัฐและภาคเอกชนเพื่อเพิ่มขีดความสามารถในการแข่งขันและโอกาสทางการตลาด โดยผลการศึกษาครั้งนี้ สามารถนำไปใช้เป็นข้อมูลในการขับเคลื่อนนโยบายเพื่อพัฒนาเศรษฐกิจของจังหวัดเชียงราย โดยเฉพาะนโยบายเขตเศรษฐกิจพิเศษ (Special Economic Zones: SEZs) และระเบียงเขตเศรษฐกิจภาคเหนือ (Northern Economic Corridor: NEC) ที่มีความเกี่ยวข้องกับจังหวัดเชียงรายโดยตรง
