บทคัดย่อ

กองทุนเงินให้กู้ยืมเพื่อการศึกษา (กยศ.) มีบทบาทสำคัญในการลดความเหลื่อมล้ำทางการศึกษา แต่การเปลี่ยนแปลงตามพระราชบัญญัติกองทุนฯ (ฉบับที่ 2) พ.ศ. 2566 ยังขาดงานวิจัยที่อธิบายการปรับตัวของระบบบริหารจัดการในสถาบันอุดมศึกษา โดยเฉพาะในบริบทพื้นที่ที่มีความแตกต่างด้านเศรษฐกิจและสังคม ข้อมูลดังกล่าวมีความจำเป็นต่อการออกแบบนโยบายให้สอดคล้องกับกฎหมายใหม่และความต้องการของผู้เกี่ยวข้อง การวิจัยนี้จึงมีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและความคาดหวังในการบริหารจัดการกองทุน กยศ. ของมหาวิทยาลัยในจังหวัดสงขลา กลุ่มตัวอย่างคือนักศึกษาผู้กู้ยืม 400 คนและผู้ปฏิบัติงานกองทุนฯ 10 คน จาก 5 มหาวิทยาลัย เครื่องมือวิจัยคือแบบสอบถามที่ผ่านการตรวจสอบคุณภาพด้วยค่า IOC และ Cronbach’s Alpha วิเคราะห์ข้อมูลด้วยสถิติพรรณนา ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า นักศึกษามีความคิดเห็นต่อสภาพปัจจุบันของการดำเนินงานในระดับมาก (equation=4.29) โดยให้ความสำคัญกับระบบกู้ยืมดิจิทัล อัตราดอกเบี้ยต่ำและความยืดหยุ่นในการผ่อนชำระ ขณะที่ผู้ปฏิบัติงานประเมินอยู่ในระดับมากที่สุด (equation=4.47) โดยให้เน้นการจัดสรรเงินกู้ที่รวดเร็ว ระบบติดตามตรวจสอบที่มีประสิทธิภาพ และการหักเงินเดือนผ่านนายจ้าง ด้านความคาดหวังนักศึกษามีค่าเฉลี่ยรวมในระดับมาก (equation=4.36) โดยคาดหวังการกู้ยืมโดยไม่ต้องมีผู้ค้ำประกัน การสนับสนุนหลักสูตรระยะสั้นเพื่อพัฒนาทักษะ และมาตรการลดหย่อนเงินต้น ส่วนผู้ปฏิบัติงานมีความคาดหวังในระดับมาก (equation=4.40) ให้ความสำคัญกับการยกเลิกผู้ค้ำประกัน การปรับโครงสร้างหนี้และการผ่อนชำระตามความสามารถ โดยสรุปกองทุน กยศ.จำเป็นต้องพัฒนากระบวนการบริหารจัดการให้ทันสมัย โปร่งใสและยืดหยุ่นมากขึ้น ให้สอดคล้องกับเจตนารมณ์ของกฎหมายใหม่และความต้องการของผู้เกี่ยวข้องในระบบการศึกษาไทย
