LEGAL CONDITIONS FOR LOCAL ORDINANCE ENACTMENT

Abstract
The objective of this research is to study and analyze the legal conditions governing local ordinances. The research is conducted through document research, utilizing a framework that combines legal principles in the formulation of regulations and criteria related to local ordinances in the Thai legal system. The aim is to synthesize clear and specific legal conditions for enacting local ordinances.
The study found that the legal conditions for enacting local ordinances in Thailand consist of both procedural aspects related to the proposal, consideration, and promulgation processes, as well as substantive aspects related to the source of authority, scope of authority, and the requirement that governance actions must comply with the law. Additionally, the researcher recommends improvements to existing laws concerning local ordinances to enhance clarity or the creation of new, specific laws for local ordinances as central legislation applicable to various local government organizations throughout Thailand.
