The purposes of this research were set to increase the educational development as well as to study the development pattern of reading and writing skill for the students with special needs in the integrated basic educational schools in Chiang Mai province. Also the researcher aimed to summarize the knowledge of teaching reading and writing skill for the students with special needs. The populations of this research were the pilot integrated schools under the office of Chiang Mai education area 1-5 and schools under Chiang Mai municipality in academic year 2009. The sampling groups were consisted of 17 schools under the office of Chiang Mai education area 1-5 and 9 schools under the office of Chiang Mai municipality.

The research design was the quasi-experimental research with one-group pre-test and post-test. The research instruments were 1) the reading and writing skill package for the Prathomsuksa 4-6 students with special needs. 2) The individualized learning plans and 3) the pre-test and post–test. The means and percentage of scores were used in data analysis.

Research findings could be concluded as follows : The efficiency of the reading and writing skill package for the students with special needs were specified at 80.00/80.00 percentage. The result demonstrated higher results than setting on all programs. The achievement in reading and writing skill of students with special need were increased. The pattern of teaching Reading and Writing Skill for Students with Special Needs in the Integrated Basic Educational Schools in Chiang Mai province, focused on individualized students follow on 3 stages ; stage 1 setting the goal for student developing using participatory approach, stage 2 developing educational innovation and stage 3 trial educational innovation with target groups and concluding.

The knowledge of development of reading and writing skill for the students with special needs in the integrated basic educational schools in Chiang Mai province were as follows : the developing plan for students with special needs in the integrated basic educational schools must be started with analyzing students’ data. The Innovations were developed individually according to each person’s result. The network between the scholars and the teachers were needed for more effectiveness.
