THE JUSTICE PROCESS FOR TEACHERS AN NIGGAHAKAMMA FOR THE MONKS TEACHING IN SCHOOLS

Abstract

This research aimed to; 1. study the justice of government teachers, educational personnel and the monks in schools of Buddhism.  2. compare how the government teachers and Buddhist monk teachers were treated with justice, and  3.analyse weak and strong points, advantage and disadvantage and an appropriate solution in order to develop their justice system. 


The justice process for teachers meant the disciplinary proceedings against the government teachers and educational personnel by investigation; it was done to find 2 kinds of disciplinary punishment, unserious and serious punishments. There were five categories of punishments; the probation, the salary cuts, the salary reduction, the removal and the expulsion. While the Niggahakamma (suppression) law to clergy teaching in schools of Buddhism meant the disciplinary proceedings against Mahānikāya Buddhist monks working as executives and teachers at Pariyattidhamma School. There were two kinds of Niggahakammas; 1. being allowed to stay as a monk 2. being forced to give up monkhood.  These were the measurement to penalize the executives and teachers of Pariyattidhamma Schools in order to  perform their duties according to the given rules and regulations authorized by the senior ecclesiastical monks.
