GUIDELINES FOR THE DEVELOPMENT OF ROLE AND FUNCTION COLLABORATION BETWEEN THE VILLAGE HEADMAN AND SUB-DISTRICT MUNICIPALITY ORGANIZATIONS IN THE UPPER-NORTHERN REGION

Abstract
The purpose of this study aimed to explore guidelines for the development of sub-district headmen’s and village headmen’s responsibilities in academic collaborations with municipalities. 304 respondents were selected by using the multi-stage sampling technique, the stratified sampling technique, and the cluster random sampling technique.
The findings of the study revealed that the sub-district headmen’s and village headmen’s roles in their responsibilities in academic collaborations with municipalities in upper northern Thailand were mostly found, meanwhile their collaboration was found at a moderate level. In terms of their collaborative problems, no academic collaborations with municipalities and involved organizations were mostly found, causing their unsuccessful working operations as required.
In terms of factors influencing their collaboration with municipalities, it was stated that their family income, length of position, allowances, inter-organizational coordination, personal conflicts, and social acceptation were mostly found; otherwise, their local government and public orders, criminal laws and regulations, organizational registration management, as well as the sub-district’s organizational development, and promotion for villagers’ career were mostly found.
