THE ENHANCE MODEL FOR TRANSFORMATIONAL LEADERSHIP OF HEADS OF POLICY AND PLANNING CLUSTER UNDER THE OFFICE OF THE BASIC EDUCATION COMMISSION IN THE 21ST CENTURY

Abstract
The purposes of this research were to study contexts, components and competencies of the 21St century transformational leadership in order to study the guideline for enhancing and to develop the 21St century transformational leadership enhancement model for director of Policy and Planning Group under the Office of the Basic Education Commission. The 142 administrative directors of Policy and Planning Group under the Office of the Basic Education Commission in 2016 were obtained by stratified sampling. The research was conducted using in-depth interview guideline, questionnaires, focus group discussion guideline, and model evaluation form. Quantitative data was assessed by frequency, percent, mean, and standard deviation while content analysis were used in qualitative data.
The results of this research revealed that: the components and competencies of the 21St century transformational leadership for director of Policy and Planning Group under the Office of the Basic Education Commission were: 1) Transformational leadership, and 2) Leading competencies in the 21st century. The guideline to enhance the 21St century transformational leadership of Policy and Planning Group under the Office of the Basic Education Commission were 4 steps as following: 1) Grouping 2) Enhancing 3) Monitoring, and 4) Evaluation. Model of the 21St century transformational leadership enhancement for director of Policy and Planning Group under the Office of the Basic Education Commission comprised 5 components: 1) Input, 2) Leadership enhancing process, 3) Output, 4) Outcome, and 5) Impact.
