Guidelines for the Establishment and Operating of the Astronomical Archives of Thailand

Abstract
This work aimed to create and develop a system for the Thai astronomical archives by adopting the qualitative research method. The informant was divided into 3 groups which were 1) National Archives, 2) Institutional Archives, and 3) Specific Archives. By choosing specific informant and sample group. Eight different archives were visited: 1) National Archives of Thailand, 2) Archives of Payap University, 3) Archives of Maejo University, 4) Archives of Phra Dabos Foundation, 5) Buddhadasa Indapanno Archives, 6) Bank of Thailand Learning Center, 7) Archives of Royal Astronomical Society, and 8) Archives of Paris Observatory. In addition, three sets of in-depth interview questions were applied as a tool to collect data for specific respondents including 1) One director of NARIT, 2) One expert on archives, and 3) Eight personnel who were responsible for each aforementioned archive. Besides, it was also observed to study on infrastructure, equipment and environment of the 8 archives.
For the outcome of the study, there obtained an outline (guideline) for creating and maintaining the Thai national archive which could be divided into two parts. First, to form the archive, it was necessary to have the archive resources, policy, objective, vision, mission, administrative structure, personnel, and infrastructure and equipment. Second, to operate and maintain the archive, it was necessary to analyze and determine the value of the archive, to categorize and provide description for the archive, and to preserve and provide the archive to the public.
