แนวทางการสร้างความเข้มแข็งขององค์กรปกครองส่วนท้องถิ่นโดยการสร้างเครือข่ายของผู้นำองค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่

บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาถึงแนวทางการสร้างความเข้มแข็งขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ และเพื่อศึกษากลยุทธ์การสร้างเครือข่ายที่ทำให้องค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ มีความเข้มแข็ง กลุ่มตัวอย่างคือ ผู้นำองค์กรปกครองส่วนท้องถิ่น (นายกองค์การบริหารส่วนจังหวัดเชียงใหม่, นายกเทศมนตรี, นายกองค์การบริหารส่วนตำบล) ซึ่งเป็นตัวแทนในองค์การบริหารส่วนจังหวัด, เทศบาลนคร, เทศบาลเมือง, เทศบาลตำบล, องค์การบริหารส่วนตำบล จำนวน 25 คน เก็บข้อมูลโดยใช้แบบสัมภาษณ์ และสรุปข้อมูลจากการทำการสนทนากลุ่ม (Focus Group Discussion)

ผลการวิจัย พบว่าแนวทางการสร้างความเข้มแข็งขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ คือ 1. ควรมีการรวมตัวกันสร้างเครือข่ายเพื่อประสานความร่วมมือ และสร้างความเข้มแข็งของกลุ่มองค์กรปกครองส่วนท้องถิ่น และจัดตั้งคณะทำงานที่เป็นรูปธรรม 2. ควรมีการดำเนินความร่วมมือของเครือข่ายของผู้นำองค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่อย่างต่อเนื่อง 3. ควรมีการจัดอบรมเพิ่มพูนความรู้ หรือจัดประชุมวิชาการทุกเดือนเกี่ยวกับเรื่องการบริหารจัดการองค์กรปกครองส่วนท้องถิ่น 4. ควรมีการประชาสัมพันธ์ข่าวสารของกลุ่มเครือข่ายองค์กรปกครองส่วนท้องถิ่น 5. รัฐบาลและองค์กรปกครองส่วนท้องถิ่นควรเข้าใจบทบาทหน้าที่ของตนเองอย่างแท้จริง 6. ผู้นำต้องมีความรู้สู่ความเข้มแข็ง คือ ผู้นำต้องมีความรู้ มีความเข้าใจในบทบาทหน้าที่ตามที่ระเบียบกฎหมายกำหนดจริยธรรมในด้านนโยบายสาธารณะเพื่อประโยชน์สูงสุดที่จะเกิดขึ้นกับประชาชน

สำหรับกลยุทธ์การสร้างเครือข่ายที่ทำให้องค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่มีความเข้มแข็ง ได้แก่ 1. ผู้นำองค์กรปกครองส่วนท้องถิ่นต้องมีความสมัครใจ มีใจในการรวมตัวกันเพื่อสร้างเครือข่าย 2. ควรมีการกำหนดวิสัยทัศน์ เป้าหมาย และโครงสร้างการดำเนินงานให้ชัดเจน 3. ควรมีการสร้างความเข้าใจ และแนวทางนำไปสู่การทำงานร่วมกันเพื่อประโยชน์ของทุกฝ่าย 4. มีการประสานความสัมพันธ์ของสมาชิกเครือข่ายอย่างต่อเนื่อง 5. มีการพัฒนาศักยภาพของผู้นำเครือข่าย และ 6. มีความเป็นอิสระเป็นตัวของตัวเองผู้นำองค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่

GUIDELINES FOR STRENGTHENING LOCAL ADMINISTRATIVE ORGANIZATIONS BY CREATING A NETWORK OF LOCAL ADMINISTRATIVE ORGANIZATIONS LEADERS IN CHIANGMAI PROVINCE

The purposes of this study aim to study the methods of strengthening of Local Administrative Organizations in Chiang Mai Province and to study the network formation strategies which strengthen Local Administrative Organizations in Chiang Mai province. Samples are 25 leaders of Local Administrative Organizations (President of Chiang Mai provincial Administrative Organization, Mayors, and Presidents of Sub-district Administrative Organization) who are representatives in Provincial Administrative Organizations, City Municipalities, Sub-district, Municipalities, and Sub-district Administrative Organizations. Data collection is performed using interview forms, and Focus-Group Discussion.

As the result, it is found that the methods of strengthening Local Administrative Organizations in Chiang Mai province are: 1) they should assemble together to build the cooperation networks, and appoint solid working personnel, 2) the network cooperation of local administration organization leaders in Chiang Mai province must be carried out continuouslly, 3) annual training programs or academic conference concerning with local administrative organization must be established, 4) there should be public relations of local administrative organization network, 5) the center government and local administration organization should understand their roles, and 6) the leaders must have knowledge and understanding of their duties and responsibilities as stipulated by laws and regulations for maximum benefits to people.

The networks formation strategies which strengthen Local Administrative Organizations in Chiang Mai province are as follows: 1) the leaders of local administrative organizations must be willing to assemble together in order to establish the networks, 2) visions, goals, and operational structure must be clearly specified, 3) understanding and working methods should be made for maximum benefits of every section, 4) there should be continuous coordination among network members, 5) the potential of network leaders should be improved, and 6) the leader of local administrative organizations in Chiang Mai province should have their independence
