การใช้หลักธรรมาภิบาลในการบริหารงานของเทศบาลตำบลในอำเภอเชียงดาว จังหวัดเชียงใหม่

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1)เพื่อศึกษาระดับสภาพการดำเนินการและปัญหาอุปสรรคในการนำหลักธรรมาภิบาลไปใช้ในการบริหารของเทศบาลตำบลในอำเภอเชียงดาว จังหวัดเชียงใหม่ 2)เพื่อศึกษาเปรียบเทียบความคิดเห็นของข้าราชการการเมือง ข้าราชการประจำและประชาชนต่อผลสำเร็จในการใช้หลักธรรมาภิบาลในการบริหารงานของเทศบาลตำบลในอำเภอเชียงดาว จังหวัดเชียงใหม่ และ3)เพื่อศึกษาหาแนวทางในการพัฒนาการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลในอำเภอเชียงดาว จังหวัดเชียงใหม่ โดยเก็บรวบรวมข้อมูลจากประชากรและกลุ่มตัวอย่าง จำนวน 3 กลุ่ม ได้แก่ กลุ่มที่ 1 ข้าราชการการเมือง กลุ่มที่ 2ข้าราชการประจำ กลุ่มที่ 3 กลุ่มประชาชนในเขตเทศบาลตำบล อำเภอเชียงดาว จำนวน 400 คน รวมประชากรและกลุ่มตัวอย่างจำนวน 524 คน ผลการวิจัยสรุปได้ดังนี้

1. ปัญหาอุปสรรคในการนำหลักธรรมาภิบาลไปใช้ในการบริหารงานของเทศบาลตำบลในอำเภอเชียงดาว จังหวัดเชียงใหม่ พบว่า ฝ่ายนิติบัญญัติไม่มีการทำประชาวิจารณ์ในการออกกฎระเบียบ การบริหารงานไม่มีความเท่าเทียมกัน  2. เปรียบเทียบความคิดเห็นของข้าราชการการเมือง ข้าราชการประจำและประชาชนในการนำหลักธรรมาภิบาลไปใช้ในการบริหารงาน พบว่าโดยภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ทุกด้านเป็นไปตามสมมุติฐานที่ตั้งไว้  3. หาแนวทางในการพัฒนาการบริหารงานตามหลักธรรมาภิบาล พบว่าควรนำแนวคิดของประชาชนมาเป็นกรอบในการกำหนดกฎหมาย

USING THE GOOD GOVERNANCE IN THE ADMINISTRATION OF THE MUNICIPALITY IN THE CHIANG DAO DISTRICT CHIANG MAI PROVINCE

The objectives of this research aim 1.) to study the level of progress and to study the problem of bringing good governance for Administration of sub-district municipalities in   Chiang Dao district, Chiang Mai province, 2) to compare the opinions of political officials, government officers, and people for the success of  using good governance for administration of  sub-district municipality in Chiang Dao district, Chiang Mai province and 3) to study the means to develop good governance for administration of  sub-district municipalities in Chiang Dao district, Chiang Mai province  Group 1 political officials, Group 2 Government officer Group 3 people from sub-district municipality in Chiang Dao district with 400 people. There are 524 people from population and sampling groups. The results of the research are;

1. The problems of bringing good governance for administration of Municipality in Chiang Dao district, Chiang Mai province are The Legislative does not make public hearing for rules and disciplines, administration does not provide equity. 2. When comparing opinions of political officials, government officers and people for the success of using good governance for administration. The opinions vary with the statistical significance at 0.01 for each main aspect. 3. For the means of management, according to good governance For legal principle, people’s ideas should take people’s should be used as a frame for setting the rule and regulations.
