ระดับความเข้าใจประชาคมอาเซียนและความคิดเห็นเกี่ยวกับการใช้สัญญามาตรฐาน FIDIC ของวิศวกรรุ่นใหม่ในอุตสาหกรรมก่อสร้าง

บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาเกี่ยวกับความพร้อมสู่ประชาคมอาเซียนของวิศวกรรุ่นใหม่ใน 2 ส่วน ดังนี้ ส่วนแรกเป็นการพัฒนาแบบสอบถามสำหรับวัดระดับความเข้าใจประชาคมอาเซียน โดยใช้ข้อมูลทั่วไปเกี่ยวกับอาเซียน 12 ข้อ และนำแบบจำลองไปทดลองใช้จัดระดับกลุ่มตัวอย่าง จำนวน 15 ตัวอย่าง พบว่ากลุ่มตัวอย่างมีระดับความเข้าใจประชาคมอาเซียนอยู่ในระดับต่ำ และมีการแจกแจงแบบปกติ ที่ระดับนัยสำคัญ 0.01 การวิเคราะห์ความสัมพันธ์โดยใช้การทดสอบสัมประสิทธิ์สหสัมพันธ์ของลำดับที่ของสเปียร์แมน พบว่า ระดับความเข้าใจประชาคมอาเซียนของผู้ตอบแบบสอบถามไม่มีความสัมพันธ์กับข้อมูลทั่วไปของผู้ตอบแบบสอบถาม ทั้งที่ระดับนัยสำคัญ 0.01 และ 0.05  และส่วนที่สองเป็นการสำรวจความคิดเห็นเกี่ยวกับการใช้สัญญามาตรฐาน FIDIC ในประเทศไทยเมื่อมีการเกิดขึ้นของประชาคมอาเซียน ประกอบด้วย (1) Client/Consultant Model Services Agreement (เล่มขาว) เห็นด้วยมาก มีค่าเฉลี่ยเท่ากับ 3.80 คะแนน (ร้อยละ 76.00) (2) The Construction Contract (เล่มแดง) เห็นด้วยมาก มีค่าเฉลี่ยเท่ากับ 3.40 คะแนน (ร้อยละ 68.00) (3) Plant and Design-Build Contract (เล่มเหลือง) เห็นด้วยมาก มีค่าเฉลี่ยเท่ากับ 3.13 คะแนน (ร้อยละ 62.67) (4) EPC/Turnkey Contract (เล่มเงิน) เห็นด้วยมาก มีค่าเฉลี่ยเท่ากับ 3.07 คะแนน (ร้อยละ 61.33) (5) Design, Build and Operate Projects (เล่มทอง) เห็นด้วยปานกลาง มีค่าเฉลี่ยเท่ากับ 2.87 คะแนน (ร้อยละ 57.33) และ (6) Short Form of Contract (เล่มเขียว) เห็นด้วยน้อย มีค่าเฉลี่ยเท่ากับ 1.93 คะแนน (ร้อยละ 38.67)

The Level of Understanding in the ASEAN Community and the Attitudes about FIDIC Contracts of New Generation Professional Engineers in Construction Industry

This research is aimed to study the preparation to the ASEAN Community (AC) of the New Generation Professional Engineers in 2 parts as follows: The first part, was to develop the questionnaire to study how much is understood about the AC by utilizing data in the form of 12 basic concepts regarding the AC. The model was tested by using it to categorize sample groups concerning 15 respondents. It was found that the engineers had a low level of understanding towards the AC and there was normal distribution at significance level of 0.01. The utilization of Spearman’s Rank Correlation Coefficient in the analysis of the correlations led to the result that the level of understanding in the AC does not show a correlation with the respondents’ general information at the significance level of 0.01 and significance level of 0.05. The second part, gathered the attitudes about the FIDIC Contracts. It was found that the FIDIC contracts in Thailand, in the AC, a majority of the respondents held the following perceptions: (1) Client/Consultant Model Services Agreement (White Book) would be used at a high level of 3.80 points or 76.00% (2) The Construction Contract (Red Book) would be used at a high level of 3.40 points or 68.00% (3) Plant and Design-Build Contract (Yellow Book) would be used at a high level of 3.13 points or 62.67% (4) EPC/Turnkey Contract (Silver Book) would be used at a high level of 3.07 points or 61.33% (5) Design, Build and Operate Projects (Gold Book) would be used at an average level of 2.87 points or 57.33% and (6) Short Form Contracts (Green Book) would be used at a low level of 1.93 points or 38.67%.
