การศึกษาวิเคราะห์ยุทธศาสตร์ กลยุทธ์และปัญหาการบรรพชาอุปสมบท ของคณะสงฆ์ภาค 7

บทคัดย่อ

การวิจัยเรื่องนี้มีวัตถุประสงค์ 1) เพื่อศึกษาวิธีการบรรพชาอุปสมบทของคณะสงฆ์ภาค 7 2) เพื่อศึกษาสภาพปัญหาและแนวทางแก้ไขการบรรพชาอุปสมบทในสมัยปัจจุบันและ 3) เพื่อศึกษาวิเคราะห์ยุทธศาสตร์และกลยุทธ์การบรรพชาอุปสมบทของคณะสงฆ์ภาค 7 โดยเก็บรวบรวมข้อมูลด้วยแบบสอบถามและสัมภาษณ์กลุ่มประชากร ได้แก่ พระอุปัชฌาย์ พระคู่สวด และพระสงฆ์ทั่วไปในภาค 7 และฆราวาสที่มีส่วนเกี่ยวข้อง ผลการศึกษา พบว่า

1) วิธีการบรรพชาอุปสมบทของคณะสงฆ์ภาค 7 ได้ยึดถือตามพระวินัยเป็นหลัก ได้แก่ การคัดเลือกผู้ขอบวชและตรวจสอบคุณสมบัติของผู้บวช เช่น ไม่มีโรคร้ายแรง  วิธีการขั้นตอนบวช เช่น มีการสอนนาค บอกอนุศาสน์ หลังบวชก็ให้ปฏิบัติกิจของสงฆ์ ทำวัตร เป็นต้น

2) ด้านสภาพปัญหา พบว่า บทบาทการปฏิบัติงานด้านปัญหาเกี่ยวกับผู้ขอบวช อยู่ในระดับน้อย บทบาทการปฏิบัติงานด้านปัญหาเกี่ยวกับพระอุปัชฌาย์ อยู่ในระดับน้อย บทบาทการปฏิบัติงานด้านปัญหาขั้นตอนพิธีกรรม การบวช  อยู่ในระดับปานกลาง  บทบาทการปฏิบัติงานด้านปัญหาเกี่ยวกับพระคู่สวดให้การอบรม อยู่ในระดับน้อยและ บทบาทการปฏิบัติงานด้านปัญหาเกี่ยวกับหลังการบวช อยู่ในระดับปานกลาง

3) แนวทางแก้ไขปัญหา มีดังต่อไปนี้ 1) ให้มีการเทศน์อบรมแก่ผู้บวช 2) ต้องบังคับผู้ขอบวชหรือนาคท่องคำบวชให้ได้ 3) ให้มีการประชุมพระอุปัชฌาย์ ปีละ 2 ครั้งเพื่อทราบปัญหาและแนวทางแก้ไข 4) ให้มีการสร้างหลักสูตรการอบรมผู้บวชระยะสั้นและยาวเพื่อให้ผู้ขอบวชสามารถศึกษาและปฏิบัติตามได้ถูกต้อง และ 5) ให้มีการสร้างเครื่องมือติดตามและประเมินผลการบวช หลังจากเสร็จโครงการอุปสมบทแล้ว

AN ANALYTICAL STUDY ON THE STRATEGIES TACTICS AND PROBLEMS OF ORDINATION IN THE 7^th REGIONAL CHAPTER OF SANGHA ADMINISTRATION

The objectives of this research were 1) to study the methods of ordination in the 7^th Regional Chapter of Sangha, 2) to study the situation of the current ordination and the methods of solving  problems  of the current ordination in the 7^th Regional Chapter of Sangha Administration, 3) to analyze the strategies and the methods of ordination in the 7^th Regional Chapter of Sangha Administration.  The dissertation tools were questionnaires and interviews. The samples were preceptors, ordination teachers, monks and  members of the laity concerned with ordination in the 7^th Regional Chapter of Sangha Administration. The results were found as follows:

1) The methods of ordination in the 7^th Regional Chapter of Sangha Administration have strictly followed the monastic disciplinary rules, such as selecting the applicants for ordination, examining their qualifications for ordination, and finally gave them the ordination.

2) The results of study about the problem of the current ordination in the 7^th  Regional Chapter of Sangha Administration were found that the problem of applicants for ordination was rated at a low  level, the problem of preceptor was rated at a low  level, the problem of ordination ceremony was rated a medium level, the problem of ordination teachers was rated at a low  level, and the problem after ordination was rated at a medium level.

3) The guidelines for solving the problems were: 1) Applicants for ordination should be trained, 2) Applicants for ordination (or Naga) should be taught to recite the ordination verse fluently before they are ordained and practice the ordination ceremony correctly, 3) Preceptors should attend a meeting  on this matter twice a year in order to know problems and solutions, 4)  Ordination curriculum  should be created for ordination of both short and long period so that the applicants could study and follow correctly, and 5) Tools for monitoring and evaluating the ordination should be prepared in order to assess the results of  ordination after the ordination project was over.
