แนวทางการบริหารงานวิชาการโดยการใช้เครือข่ายของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพการบริหารงานวิชาการโดยใช้เครือข่ายของสถานศึกษาและหาแนวทางการบริหารงานวิชาการโดยการใช้เครือข่ายของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 กลุ่มตัวอย่างที่ใช้ในการศึกษา ได้แก่ ผู้บริหารโรงเรียนและหัวหน้างานฝ่ายวิชาการในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 รวมทั้งสิ้น 176 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์ โดยหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยสรุปได้ดังนี้ สภาพการบริหารงานวิชาการโดยใช้เครือข่ายของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย  เขต 3 พบว่า โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ขอบเขตภาระงานวิชาการ ทั้ง 12 ด้าน อยู่ในระดับมาก แนวทางการบริหารงานวิชาการโดยการใช้เครือข่ายของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 พบว่า ควรกำหนดให้แต่ละโรงเรียนมีคณะกรรมการบริหารหลักสูตรของโรงเรียนระดับกลุ่มเครือข่าย พัฒนาครูแบบเพื่อนช่วยเพื่อน และสร้างเครือข่ายการแลกเปลี่ยนเรียนรู้ในรูปแบบระบบออนไลน์  มีการกำหนดแนวปฏิบัติเกี่ยวกับการวัด ประเมินผล และเทียบโอนผลการเรียน มีการส่งเสริมให้ผู้บริหาร ครู และบุคลากรทางการศึกษานำกระบวนการวิจัยไปใช้ในการแก้ปัญหา ประสานความร่วมมือโรงเรียนในกลุ่มให้ส่งตัวแทนในการจัดทำสื่อนวัตกรรม ให้โรงเรียนในกลุ่มเครือข่ายนำสื่อที่สร้างไปใช้กับนักเรียนในโรงเรียน เผยแพร่ ประชาสัมพันธ์ให้กับโรงเรียนในกลุ่มได้เข้าไปศึกษา เรียนรู้แหล่งเรียนรู้และภูมิปัญญาท้องถิ่นในกลุ่มเครือข่ายร่วมกัน  ส่งเสริมให้มีการนิเทศระหว่างโรงเรียนภายในกลุ่ม จัดเวทีสัมมนาทางวิชาการเพื่อประสานความร่วมมือ ตั้งศูนย์แนะแนวทางการศึกษาระดับกลุ่มเครือข่าย  จัดตั้งคณะกรรมการประเมินคุณภาพระดับกลุ่มเครือข่าย สร้างเครือข่ายวิชาการโรงเรียนและชุมชนที่เข้มแข็ง ประสานขอความร่วมมือในการเข้าร่วมเป็นเครือข่ายพัฒนางานกับกลุ่มเครือข่าย โรงเรียนหรือหน่วยงานอื่นที่มีศักยภาพในการพัฒนางานที่เป็นเลิศ และกลุ่มเครือข่ายต้องบริหารสารสนเทศให้เกิดประโยชน์ มีการเผยแพร่องค์ความรู้ให้กับบุคคล องค์กร หน่วยงานอื่นที่สนใจในการเรียนรู้

STRATEGIES FOR ACADEMIC ADMINISTRATION USING SCHOOL NETWORK UNDER CHIANG RAI PRIMARY EDUCATION SERVICE AREA OFFICE 3

The purposes of this study aimed to explore the current situations and to-find out strategies for the academic administration of co-educational networking schools held in the Office of Chiangrai Primary Educational Services Area 3. For research methodology, a questionnaire and an interview checklist were both conducted with one hundred seventy-six school administrators, and supervisors of academic division. The data were statistically analyzed using percentage, mean, and standard deviation. The findings of the study revealed that all the twelve aspects of the co-educational networking schools’ academic administration held in the Office of Chiangrai Primary Educational Services Area 3 were mostly observed. The on-going strategies for their academic administration were suggested that the co-educational networking schools’ appointment for their program committee’s curriculum administration should be set up, teachers’ peer-assisted development and online databases through knowledge-sharing should be both facilitated, criteria for learning evaluation and well-organized credit-transferring management should be set up, the applications of research process to solving their education-related problems should be implemented, the school representatives’ participation in constructing instructional media and innovations should be performed for their students’ effective instructional management, their on-site interdepartmental supervision should be provided, their additional seminars and the establishment of guidance and counseling service centers in academic collaboration with other co-educational networking schools, the establishment of educational quality assessment committee should be provided, the contribution of academic networks with other co-educational schools and communities should be supported, the co-educational schools’ roles in their membership with other co-educational schools and educational institutions should be performed for their academic excellence, the co-educational networking schools’ well-organized information technological management together with the other educational institutions’ academic dissemination for learners and educational organizations should be needed.
