การมีส่วนร่วมของประชาชนในกระบวนการจัดทำแผนพัฒนาตำบล ระยะ 3 ปี (พ.ศ.2557-2559) ของเทศบาลตำบลบ้านปง อำเภอหางดง จังหวัดเชียงใหม่

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการมีส่วนร่วมของประชาชน เพื่อศึกษาปัญหาและอุปสรรคของการมีส่วนร่วม เพื่อศึกษาเปรียบเทียบการมีส่วนร่วมระหว่างประชาชนและเจ้าหน้าที่ภาครัฐและเพื่อเสนอแนะแนวทางการพัฒนาการมีส่วนร่วมในกระบวนการจัดทำแผนพัฒนาระยะ 3 ปี เทศบาลตำบลบ้านปง อ.หางดง  จ.เชียงใหม่ โดยใช้แบบสอบถามและการประชุมกลุ่มเป็นเครื่องมือในการรวบรวมข้อมูล

จากการศึกษาวิจัย พบว่าสภาพการมีส่วนร่วมของประชาชนส่วนใหญ่เป็นเพศหญิง มีอายุระหว่าง  31-40 ปี การศึกษาอยู่ในระดับประถมศึกษา ปัญหาและอุปสรรคของการมีส่วนร่วมคือ ขาดความรู้ความเข้าใจของประชาชน ขาดการวิเคราะห์กลั่นกรองปัญหาก่อนการประชาคม ผู้นำทั้งการเมืองและการปกครองไม่มีเป้าหมายและการวางแผนดำเนินงานเพื่อให้บรรลุวัตถุประสงค์ที่ชัดเจน ขาดการประสานงาน งบประมาณไม่เพียงพอต่อโครงการที่เสนอ จากการศึกษาเปรียบเทียบการมีส่วนร่วมระหว่างประชาชนและเจ้าหน้าที่ภาครัฐ พบว่า ประชาชนทั่วไปและเจ้าหน้าที่ภาครัฐที่มีต่อด้านการตัดสินใจ ด้านการปฏิบัติและด้านการรับผลประโยชน์ มีส่วนร่วมในระดับปานกลางไม่แตกต่างกัน ส่วนด้านการพยายามประเมินผลมีความแตกต่างกันคือ ประชาชนมีส่วนร่วมปานกลาง ส่วนเจ้าหน้าที่ภาครัฐมีส่วนร่วมน้อย การหาแนวทางพัฒนาการมีส่วนร่วมในกระบวนการจัดทำแผน ควรมีการจัดฝึกอบรมและให้ความรู้แก่ประชาชนและเจ้าหน้าที่ในระดับต่าง ๆ ให้มีการปรับโครงสร้างการแบ่งฝ่ายงาน จัดการระบบสัดส่วนในการลงมติเพื่อเสนอโครงการ ผู้นำควรยึดหลักธรรมาภิบาลในการดำเนินงานไม่ก้าวก่ายบทบาทหน้าที่ซึ่งกันและกัน มีการปรับทัศนคติ ประสานงาน แจ้งข่าวสาร รายงานผลการพิจารณาแบบแผนให้เป็นที่ทราบทั่วกันทั้งผู้นำชุมชนและประชาชน สร้างความร่วมแรงร่วมใจในการเข้าร่วมประชุม

THE PEOPLE’S PARTICIPATION IN FORMULATING THE 3 YEAR DEVELOPMENT PLAN (B.E.2557-2559) TOMBOL BANPONG SUBDISTRICT MUNICIPALITY, AMPHOR HANGDONG, CHAINGMAI PROVINCE

The purposes of this study were to study the participation of the citizens, to study the problems and obstacles of participation, to study the participation between the citizens and the official, and to suggest guidelines on the development of the participation in the 3 years development plan of municipal Ban pong Hangdog district Chiang Mai province. Questionnaire and focus group discussion were used as research instrument.

The results revealed that lady at age of 31-40 years old with primary education was the most participated group. The problems and obstacles of participation were the lack of understanding of citizens, the lack of analyzing problems before meeting, unclear objectives, the lack of communication and the lack of budget for the projects. The comparison of the participation between the citizens and officials found that both citizens and officials participated in middle level in decision making, taking action and getting benefit. It was different in evaluation process which the citizens participated in middle level but the officials did so in low level. The suggestion for developing participation on planning were as follow; citizens and officials training, working structure adjusting and well-managed vote system. Moreover leaders should hold to good government principle, communicate continuously to stakeholders and encourage them to participate in the meeting.
