The Strategic Human Resource Management Plan of Department of Mineral Resources (B.E.2560-2564)

Abstract
The research on “Strategic Plan Development for Human Resource Management at the Department of Mineral Resources (B.E. 2560-2564)” had 2 objectives, including; 1) to evaluate the achievement of the strategic plan development for human resource management in accordance with HR Scorecard guidelines of the Department of Mineral Resources (B.E. 2556-2559) and 2) to develop a strategic plan for human resource development in accordance with HR Scorecard guidelines of Department of Mineral Resources (B.E. 2560-2564). The samples were 287 of the personnel of Department of Mineral Resources. Data were collected by questionnaire, interviewing and workshop meeting The methodology used for data analysis included mean, standard deviation and content analysis. The results found that: 1) the overall achievement of the strategic plan development for human resource management in accordance with HR Scorecard guidelines of the Department of Mineral Resources (B.E. 2556-2559) for 26 topics was at moderate level, 2) a strategic plan for human resource development in accordance with HR Scorecard guidelines of Department of Mineral Resources (B.E. 2560-2564) was successfully developed and contained analysis of SWOT, vision, mission, strategic issues, strategy, strategic objectives, key performance indicators, target values and initiative projects.
