Guidelines for Implementing the Quality Cycle into Management Standards of Child Development Centers in Angthong Province

Abstract
The purposes of this research were to: 1) construct the guidelines for implementing the quality cycle into management standards of child development centers; and 2) study the suitability and possibility of the guidelines for implementing the quality cycle into management standards of child development centers in Angthong province. This research had 2 steps: step 1 construct the guidelines for implementing the quality cycle into management standards of child development centers by using the samples which were 5 purposively selected experts for answering the three-rating scale questionnaire, and the data were then analyzed by IOC, and step 2, study the suitability and possibility of the guidelines for implementing the quality cycle into management standards of child development centers by using the population 168 officers from 42 provincial administrative organizations (4 persons from each organization), including chief executives of the provincial administrative organizations, chief administrator of the provincial administrative organizations, educational directors/academic service officer, and teachers for answering the five-rating scale questionnaire with the reliability of .99, and the data were then analyzed by mean and standard deviation. The results indicated that: 1) guidelines for implementing the quality cycle into the management standards of child development centers had 3 strategies with 15 components and 95 instructions as follows: 1.1 administration which had 5 components with 25 instructions, such as explore the needs of the community in setting up a child development center; 1.2 budget management which had 5 components with 31 instructions, such as defining the expenses and making a budget plan; 1.3 human resources management which had 5 components with 29 instructions, such as orientation and training; and 2) guidelines for implementing the quality cycle into the management standards of child development centers which had 3 strategies with 15 components and 95 instructions were found to have overall suitability at a high level (µ = 4.92) and overall possibility also at a high level (µ =4.61) with were higher than the threshold set at 4.00.
