旅游职业教育政策工具驱动乡村振兴研究

摘要
本文以 2011 年以来中共中央及省级出台的旅游职业教育政策为研究对象,采用内容分析法 构建政策工具——政策目标二维分析结构,用 SPSS 26.0 软件进行量化分析发现:1) 中国旅游 职业教育助力乡村政策目标围绕“产业振兴、文化振兴、人才培养、生态振兴、组织振兴”五个 目标展开,其中产业振兴出现的频率最高;2) 政策工具的使用明显不均衡,环境型政策工具占 主导,供给型政策和需求型政策工具明显不足;3) 未来需增强政策工具的均衡与协调性,优化 政策工具与目标匹配,供需两端政策协同发力;4) 深化、完善乡村文旅人才工作机制,创造上 得去、回得来、引得进、留得住的乡村文旅产业人才发展环境。
