Guidelines for the Excellence Management of Large Primary Schools Under the Chonburi Primary Educational Service Area Office 1

This mixed-method research aimed to study the current and desired state, to study the development guidelines for excellence management, and to evaluate the development guidelines for excellence management in large primary schools under the Office of the Basic Education Commission, Chonburi Area (1) The sample consisted of 6 administrators, 186 teachers, and educational personnel, totaling 192 persons, selected by stratified random sampling. The quantitative instruments included the current and desired conditions questionnaire and the development guidelines assessment form. The qualitative instruments included a semi-structured interview form. Data collection was conducted from questionnaires and self-administered interviews. Quantitative data analysis was performed using frequency, percentage, mean, standard deviation, and PNI modified. The qualitative data analysis was conducted by content analysis.
The research results found that (1) The current and desired state are at the high and highest levels, respectively. The Priority Need Index values are ranked from highest to lowest as follows: Focus on learners and stakeholders; Measurement, analysis and knowledge management; Operations; Personnel; Strategy; Organizational leadership; and Results (2) There are 7 development guidelines in total, with 43 practices, as follows: Leadership, with 6 guidelines; Strategy, with 6 guidelines; Focus on learners and stakeholders, with 7 guidelines; Measurement, analysis and knowledge management, with 6 guidelines; Personnel, with 6 guidelines; Operations, with 5 guidelines; Results, with 7 guidelines. and (3) The evaluation of the development guidelines found that overall, they are at the highest level of appropriateness and feasibility.
