Abstract

The purposes of this research were to: (1) examine the current conditions, problems, and priority needs for strategic management under competency-based education at Taladbangkulad School; and
(2) develop a strategic management model under competency-based education for promoting students’ desirable social characteristics. This study employed a Research and Development (R & D) approach and was conducted in two phases. Phase I was a survey study. The population consisted of 57 administrators and teachers at Taladbangkulad School. Data were collected using a five-point
Likert-scale questionnaire and analyzed using mean, standard deviation, and the Modified Priority Needs Index (PNIModified). Phase II involved the development of the SC-SCBM model and the evaluation of its suitability and feasibility by 10 experts. The data were analyzed using mean and standard deviation.

The findings revealed that: (1) all components of strategic management under competency-based education showed a high level of priority needs across all items. The three aspects with the highest PNI Modified values were the systematic use of evaluation results for improvement, continuous quantitative and qualitative assessment, and motivation and reward systems; (2) the developed
SC-SCBM model consisted of five steps: strategic analysis and foundation building, strategic design and alignment, implementation mechanisms, monitoring and evaluation, and continuous improvement; and (3) the expert evaluation indicated that the model was rated at the highest level for both suitability and feasibility, demonstrating that it can be applied to enhance the quality of school management and promote students’ desirable social characteristics systematically and sustainably.
