การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพปัจจุบัน ปัญหา และความต้องการจำเป็นในการบริหาร
เชิงกลยุทธ์ภายใต้การจัดการศึกษาฐานสมรรถนะของโรงเรียนตลาดบางคูลัด และ (2) พัฒนารูปแบบการบริหาร
เชิงกลยุทธ์บนฐานสมรรถนะเพื่อส่งเสริมคุณลักษณะอันพึงประสงค์ทางสังคมของนักเรียน การวิจัยเป็นแบบวิจัยและพัฒนา (Research and Development) แบ่งการวิจัยเป็น 2 ระยะ ได้แก่ ระยะที่ 1 เป็นการวิจัยเชิงสำรวจ กลุ่มประชากร ได้แก่ ผู้บริหารและครูโรงเรียนตลาดบางคูลัด จำนวน 57 คน เก็บข้อมูลโดยใช้แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลด้วยค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และดัชนีความต้องการจำเป็นแบบปรับปรุง (PNIModified) และระยะที่ 2 เป็นการพัฒนารูปแบบ SC-SCBM และประเมินความเหมาะสมและความเป็นไปได้
โดยผู้เชี่ยวชาญ จำนวน 10 คน วิเคราะห์ข้อมูลด้วยค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า (1) องค์ประกอบทุกด้านของการบริหารเชิงกลยุทธ์ภายใต้การจัดการศึกษาฐานสมรรถนะ
มีความต้องการจำเป็นในการพัฒนาอยู่ในรดับสูงทุกรายการ โดยประเด็นที่มีค่า PNIModified สูงสุด 3 อันดับแรก ได้แก่
การนำผลการประเมินมาพัฒนาอย่างเป็นระบบ การวัดผลทั้งเชิงปริมาณและคุณภาพอย่างต่อเนื่อง และระบบแรงจูงใจและการให้รางวัล (2) รูปแบบ SC-SCBM ที่พัฒนาขึ้น ประกอบด้วย 5 ขั้นตอน ได้แก่ การวิเคราะห์เชิงกลยุทธ์และวางรากฐาน การออกแบบและจัดแนวกลยุทธ์ กลไกการนำสู่การปฏิบัติ การติดตามและประเมินผล และการปรับปรุงอย่างต่อเนื่อง และ (3) ผลการประเมินโดยผู้เชี่ยวชาญพบว่า รูปแบบมีความเหมาะสมในระดับมากที่สุด และมีความเป็นไปได้
ในระดับมากที่สุด แสดงให้เห็นว่าสามารถนำไปประยุกต์ใช้เพื่อยกระดับคุณภาพการบริหารจัดการและส่งเสริมคุณลักษณะทางสังคมของนักเรียนได้อย่างเป็นระบบและยั่งยืน
