Abstract

            The purposes of this research were (1) to investigate public participation toward good governance of subdistrict administrative organization and (2) to study a process, problems, and problems management concerning the public participation in local development planning of good governance sub-district administrative organizations in Pattani, in order to show how the public participation in local development planning influenced the good governance, and also studied other factors which related to good governance of the organizations. Qualitative research methods included interview and observation were used to collect the data which was managed through the collective process. The obtained data then analyzed employing data summarization.

                                Results of the research revealed that the public participation of people in urban area was at a low level. People in rural area had more public participation than people in urban area. It was found that people’s understanding of the public participation in local development planning, understanding in the subdistrict administrative organizations, and people’s understanding of their roles in the subdistrict administrative organizations hardly influenced the public participation. Attitude towards the subdistrict administrative organizations was the main factor influenced the public participation. Certainly, the attitude came from what people have got from the subdistrict administrative organizations.Thai Buddhism people and Thai Muslim people attended community meetings in mostly equal amounts. Urban people attended the meetings fewer than rural people. Buddhism people were alert to submit developing projects more than Muslim people. People’s performance during the public meeting was good. The public participation in local development planning had no direct influence on being good governance subdistrict administrative organizations because there were many other factors used to evaluate good governance organizations.
