Local Community Leadership Model in the Era of Thailand 4.0

Abstract
This research aims to study, design, and develop a model and competency framework for local community leadership that is appropriate for the context and trends of Thailand 4.0. It is based on the National Strategy (2018-2037) which emphasizes the strengthening of local communities and their self-management capacity. Leadership factors that can drive local communities to be appropriate and up-to-date with the times are therefore of great importance. The researcher uses the concept of leadership that has been continuously studied, researched, and developed as a framework for the research. The research methodology is qualitative research, using the concept of ethnographic futures research. The target group consists of community leaders from all regions, including: 1) Community leaders along the Lad Phrao-Prem Prachakorn Canal (Bangkok and its vicinity) 2) Community leaders in the old town area of Phuket (Southern Thailand) 3) Community leaders in Bangkok, its vicinity, the Central region, and the Eastern region 4) Community leaders in the Northeastern region. The research findings revealed a "Model of Community Leader Roles" for driving community organizations towards the future as strong communities that can manage themselves in the next 20 years. The five roles are: 1) Visionary and Systems Thinker 2) Democrat with Good Governance 3) Strategic Manager 4) Community Process Architect 5) Network Builder and Collaborator.
