วาทกรรมว่าด้วยโสเภณีในสังคมไทยในยุคสมัยปัจจุบัน (พ.ศ.2540-2563)

บทคัดย่อ
บทความทางวิชาการนี้มีวัตถุประสงค์เพื่อศึกษา สภาพของปัญหาโสเภณี นโยบายการปราบกับการก่อรูปวาทกรรมโสเภณี และการต่อต้านวาทกรรมนโยบายโสเภณีในสังคมไทยปัจจุบัน โดยอาศัยแนวคิดวาทกรรมเชิงนโยบาย เป็นทั้งแนวคิดทฤษฎีและวิธีวิทยาในการศึกษา ผลจากการศึกษาพบว่า สภาพปัญหาโสเภณีในสังคมไทยมีรูปแบบที่หลากหลายและสะสมมาเป็นเวลายาวนานส่งผลให้ไทยเป็นทั้งต้นทาง ทางผ่าน และปลายทาง ของปัญหาการค้าประเวณี นำไปสู่การปรับเปลี่ยนนโยบายโสเกณีที่เดิมอยู่ในรูปของการปรามมาสู่วาทกรรมทางนโยบายของรัฐ ภายใต้แนวคิดการปราบอย่างเด็ดขาด เพื่อหวังให้เกิดการแก้ไขปัญหาโสเภณีในสังคมไทย แต่ก็ไม่สามารถจัดการกับปัญหาให้ลดลงได้ ปัจจุบันปัญหาโสเภณียังคงดำรงอยู่อย่างเป็นปกติ ส่งผลให้เกิดความตื่นตัวทางสังคมในการพยายามหาทางออกให้กับปัญหาหลายลักษณะ เช่น การจัดเวทีวิชาการ การเสนอมาตรการทางกฎหมาย ตลอดจนถึงการต่อต้านนโยบายของรัฐ และกลุ่มที่มีบทบาทสำคัญที่สุดในการต่อต้านนโยบายโสเภณีของรัฐ คือ กลุ่มมูลนิธิเอ็มพาวเวอร์ที่แสดงบทบาทต่อเนื่องจริงจัง โดยมุ่งเสนอวาทกรรมต่อต้านนโยบายรัฐ ด้วยการเสนอความคิดโสเภณีถูกกฎหมายเพื่อแก้ไขปัญหา แต่ก็ไม่สามารถผลักดันความคิดดังกล่าวให้กลายเป็นวาทกรรมหลักของสังคมไทยในปัจจุบันได้ เนื่องจากปัจจุบันโสเกณียังเป็นอาชีพที่ผิดกฎหมายภายใต้วาทกรรมทางนโยบายการปราบอย่างเด็ดขาดของรัฐ
