การสร้างโอกาสทางเศรษฐกิจด้วยการท่องเที่ยวโดยชุมชน ชุมชนตำบลหัวเมือง อำเภอเมืองปาน จังหวัดลำปาง

บทคัดย่อ
ชุมชนตำบลหัวเมือง อำเภอเมืองปาน จังหวัดลำปาง เป็นพื้นที่นำร่องโมเดลแก้จนซึ่งใช้งานทุนชุมชนโดยมีคนจนเป้าหมายในชุมชนบ้านไร่ หมู่ที่ 4 เข้าร่วมกระบวนการดังนี้ 1) การวิเคราะห์บริบทเชิงพื้นที่ของชุมชนที่สามารถส่งเสริมการท่องเที่ยวด้วยการวิเคราะห์ตนเองของชุมชนและการกำหนดแนวทางการพัฒนาด้านการท่องเที่ยว 2) การเชื่อมโยงทุนชุมชนกับการสร้างโอกาสทางเศรษฐกิจและแก้ปัญหาความยากจนด้วยการกำหนดเป้าหมายแก้จนกับการสร้างโอกาสทางเศรษฐกิจในชุมชนและการกำหนดพื้นที่เพื่อการพัฒนาและสร้างโอกาสทางเศรษฐกิจจากการท่องเที่ยว โดยทุนชุมชนที่สร้างโอกาสทางเศรษฐกิจมีดังนี้ ทุนทางธรรมชาติคือแหล่งน้ำแม่สอยที่พัฒนาเป็นแหล่งท่องเที่ยว และไม้ไผ่สำหรับสร้างซุ้มและทางเดินและทุนทางสังคมคือวิถีชีวิตของชาติพันธุ์และคนพื้นเมืองและภูมิปัญญาการทำอาหารจากป่าและแม่น้ำ 3) การสร้างรูปธรรมของการดำเนินงานด้วยการเตรียมความพร้อมของท้องถิ่นและการสร้างการรับรู้ในระดับหมู่บ้านและการจัดทำแผนการดำเนินงาน 4) การมีส่วนร่วมของภาคีเครือข่ายเพื่อการพัฒนาศักยภาพเชิงพื้นที่ ด้วยการพัฒนาแหล่งท่องเที่ยวและการพัฒนาอาหารถิ่น และ 5) การขับเคลื่อนกิจกรรมด้วยการมีส่วนร่วมของคนในชุมชน ด้วยการจัดการท่องเที่ยวชุมชนแบบมีส่วนร่วมการนำเสนอแหล่งท่องเที่ยวสู่สาธารณะ และการสร้างโอกาสทางเศรษฐกิจให้แก่ชุมชน ทำให้ชุมชนมีแหล่งท่องเที่ยวและกิจกรรมล่องแม่สอย ลอยห่วงยาง มีนักท่องเที่ยวเพิ่มขึ้น ชุมชนมีรายได้จากการจำหน่ายผลิตภัณฑ์ชุมชน การให้บริการ และการจ้างงานในการทำซุ้มไม่ไผ่ การทำอาหารการให้บริการนักท่องเที่ยว และการซื้อสินค้าภายในชุมชน ทำให้ชุมชนมีการหมุนเวียนรายได้และสร้างโอกาสทางเศรษฐกิจมีการจัดระบบบริหารจัดการการท่องเที่ยว การสร้างสวัสดิการภายในชุมชน การส่งเสริมการเรียนรู้ การพัฒนาอาชีพ พื้นที่ตลาดผลิตภัณฑ์ชุมชนซึ่งเป็นการแก้ปัญหาความยากจนทั้งในระยะสั้นและระยะยาว
