ขะโหยดโมเดล : นวัตกรรมการจัดการขยะแบบมีส่วนร่วม ชุมชนบ้านบุ่งวังงิ้ว จังหวัดอุตรดิตถ์

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนานวัตกรรมการจัดการขยะแบบมีส่วนร่วมของชุมชนบ้านบุ่งวังงิ้ว ตำบลป่าเซ่า อำเภอเมือง จังหวัดอุตรดิตถ์ ภายใต้ชื่อ “ขะโหยดโมเดล” ซึ่งเชื่อมโยงขยะกับการใช้ประโยชน์ผ่านการใช้องค์ความรู้ทางวิทยาศาสตร์และเทคโนโลยี ทำให้เกิดกลไกการจัดการขยะมูลฝอยโดยชุมชนจัดการตนเอง ซึ่งดำเนินการตั้งแต่ปี พ.ศ. 2559 - 2561 โดยนำใช้หลักการ 3Rs มาประยุกต์ใช้เพื่อลดปัญหาขยะมูลฝอย การสร้างมูลค่าเพิ่มจากการจัดการขยะด้วยเทคโนโลยี รวมถึงยกระดับคุณภาพชีวิตของคนในชุมชน เป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมกับภาคีต่าง ๆ ดังนี้ เทศบาลตำบลป่าเซ่า ชุมชนบ้านบุ่งวังงิ้ว และมหาวิทยาลัยราชภัฏอุตรดิตถ์ นวัตกรรมการจัดการขยะ “ขะโหยดโมเดล” ส่งผลให้ในปี พ.ศ. 2561 ปริมาณขยะในชุมชนลดลงร้อยละ 23.53 เหลือเพียง 1.04 กิโลกรัมต่อคนต่อวัน ซึ่งต่ำกว่าอัตราการเกิดขยะของประเทศไทย โดยที่ขยะรีไซเคิล จากร้อยละ 50.91 ลดลงเหลือร้อยละ 37.52 ขยะอินทรีย์จากร้อยละ 45.15 ลดลงเหลือร้อยละ 43.06 นอกจากนั้นยังเกิดกลไกการจัดการที่เกี่ยวข้อง เช่น ธนาคารขยะชุมชน กองทุนสูงวัยใส่ใจสิ่งแวดล้อม ศูนย์เรียนรู้การจัดการขยะโดยชุมชน และครัวเรือนที่เข้าร่วมกระบวนการจัดการขยะเริ่มจาก 178 ครัวเรือนเป็น 356 ครัวเรือน ซึ่งเป็นทุกครัวเรือนในชุมชน ทำให้บ้านบุ่งวังงิ้วเป็นหมู่บ้านนำร่องสู่การเป็นหมู่บ้านปลอดถังขยะ และสามารถบริหารจัดการขยะด้วยตนเองอย่างยั่งยืน
