บทคัดย่อ
ชุมชนบ้านแหลมโพธิ์ เทศบาลตำบลพุมเรียง อำเภอไชยา จังหวัดสุราษฎร์ธานี เป็นชุมชนชาวประมงที่ประสบปัญหาความมั่นคงด้านที่อยู่อาศัยอันเนื่องมาจากการขยายตัวของชุมชนออกนอกเขตพื้นที่กรรมสิทธิ์การเช่าเพื่ออยู่อาศัยจากกรมธนารักษ์ งานวิจัยนี้จึงมีวัตถุประสงค์เพื่อให้ชุมชนเกิดความตระหนักและมีส่วนร่วมในการวิเคราะห์ปัญหาเสนอความต้องการและสร้างแนวทางการพัฒนาชุมชนร่วมกันภายใต้ข้อจำกัดอย่างเหมาะสมผ่านกระบวนการออกแบบอย่างมีส่วนร่วมของคนในชุมชน ภายใต้การสนับสนุนของภาคีร่วมระหว่างองค์กรรัฐ องค์กรท้องถิ่นและองค์กรทางการศึกษา ร่วมกันผลักดันให้ชุมชนเกิดความเข้มแข็งสามารถรวมกลุ่มกันเพื่อนำเสนอแผนพัฒนาชุมชนต่อองค์กรรัฐที่เป็นเจ้าของกรรมสิทธิ์ที่ดินเพื่อขอเช่าระยะยาว และองค์กรรัฐที่มีหน้าที่สนับสนุนการส่งเสริมความมั่นคงทางที่อยู่อาศัยกระบวนการออกแบบอย่างมีส่วนร่วม ประกอบด้วย 1) การจัดทำฐานข้อมูลเพื่อการออกแบบ 2) การออกแบบอย่างมีส่วนร่วม 3) การนำเสนองาน และ 4) การขับเคลื่อนงานออกแบบสู่การนำไปใช้จริง
ส่งผลให้มีผังชุมชนและแผนการพัฒนาที่อยู่อาศัยภายใต้โครงการบ้านมั่นคง ซึ่งทำให้ชุมชนได้รับสิทธิในการเช่าที่ดินในรูปแบบแปลงรวมภายใต้ชื่อ สหกรณ์บริการบ้านมั่นคงแหลมโพธิ์ จำกัด รวมถึงได้รับงบประมาณสนับสนุนจำนวน 5,311,000 บาท โดยแบ่งเป็นงบอุดหนุนการพัฒนาที่อยู่อาศัย 2,820,000 บาท งบการปรับปรุงสาธารณูปโภคชุมชน 2,350,000 บาท และงบบริหารการจัดการปรับปรุงชุมชน
141,000 บาท จากสถาบันพัฒนาองค์กรชุมชน (องค์การมหาชน) ในการปรับปรุงซ่อมแซมบ้าน โดยแบ่งเป็นบ้านที่ต้องปรับปรุงซ่อมแซม จำนวน 50 ครัวเรือน บ้านที่สร้างใหม่ จำนวน 13 ครัวเรือนและบ้านที่มั่นคงแล้วจำนวน 4 ครัวเรือน รวมทั้งสิ้น 67 ครัวเรือน จากบ้านพักอาศัยในชุมชนในพื้นที่ซอย 3 จำนวนทั้งสิ้น 73 ครัวเรือน
ทำให้ชุมชนมีความเชื่อมั่นในกระบวนการออกแบบอย่างมีส่วนร่วมที่ทำให้เกิดการเปลี่ยนแปลงที่เป็นรูปธรรม
