บทคัดย่อ
การผลิตสินค้าเกษตรปลอดภัยในเขตเทศบาลนครเชียงรายส่งผลกระทบต่อเกษตรกรผู้ผลิตและผู้บริโภคดังนี้ เกษตรกรผู้ผลิตจำหน่ายผลผลิตผ่านพ่อค้าคนกลางทำให้ไม่สามารถกำหนดราคาขายได้ และมีปัญหาด้านสุขภาพจากสารเคมีที่ใช้ในกระบวนการผลิต และผู้บริโภคไม่สามารถเข้าถึงแหล่งอาหารปลอดภัยที่มีความน่าเชื่อถือ ทำให้ต้องบริโภคสินค้าเกษตรซึ่งมีสารเคมีตกค้างและส่งผลกระทบต่อสุขภาพ เทศบาลนครเชียงรายและภาคีเครือข่ายจึงดำเนินการขับเคลื่อนการผลิตสินค้าเกษตรปลอดภัย ด้วยการเชื่อมโยงกลุ่มเกษตรกรผู้ผลิตและผู้บริโภค และมีศูนย์จำหน่ายผลิตภัณฑ์ชุมชนและเกษตรปลอดภัยเทศบาลนครเชียงราย และตลาดชุมชนเป็นตัวกลางการขับเคลื่อนสินค้าเกษตรปลอดภัยไปสู่ผู้บริโภค ด้วยกระบวนการแบบมีส่วนร่วมดังนี้ 1) พัฒนาพื้นที่ต้นแบบสำหรับการผลิตสินค้าเกษตรปลอดภัย 2) พัฒนาพื้นที่กลางเพื่อการเรียนรู้สำหรับเกษตรกรและผู้บริโภค 3) สร้างความเชื่อมั่นให้แก่ผู้บริโภค ด้วยกิจกรรม การตรวจหาสารพิษตกค้างในกระแสเลือดแก่กลุ่มเกษตรกรและกลุ่มผู้บริโภคทั้งก่อน และหลังเข้าร่วมโครงการ และการอมรมเชิงปฏิบัติการให้ความรู้เกี่ยวกับอันตรายจากสารเคมีตกค้างในร่างกายผลกระทบและการป้องกัน 4) พัฒนาคุณภาพสินค้าเกษตรให้มีมาตรฐาน และ 5) พัฒนาธุรกิจฟาร์มในเมืองสำหรับสินค้าเกษตรปลอดภัยในเขตเทศบาลนครเชียงราย ส่งผลให้มีพื้นที่ต้นแบบสำหรับการผลิตสินค้าเกษตรปลอดภัยและการเรียนรู้สำหรับเกษตรกรและผู้บริโภค 2 แห่ง คือ ศูนย์การเรียนรู้ดอยสะเก็น (สวนผักเมืองเชียงราย) และแปลงผักปันสุข โรงเรียนเทศบาล 8 บ้านใหม่ ซึ่งโรงเรียนได้นำผลผลิตจากแปลงผักปันสุขมาเป็นวัตถุดิบสำหรับอาหารกลางวันให้แก่นักเรียน ส่งผลให้สามารถลดค่าใช้จ่ายในการซื้อผักได้มื้อละ 10 บาทต่อหัวต่อคน และมีเกษตรกรเข้าร่วมการรับรองมาตรฐาน GAP จากกรมวิชาการเกษตร ที่ได้รับการรับรองจำนวน 2 คน
