บทคัดย่อ
ตำบลท่าเมือง อำเภอดอนมดแดง จังหวัดอุบลราชธานี เป็นพื้นที่ในเขตอุทกภัย ช่างชุมชนจึงมีความชำนาญด้านการสร้างเรือเพื่ออพยพคนและทรัพย์สิน และซ่อมแซมบ้านเรือนหลังจากสถานการณ์น้ำท่วม แต่ช่างชุมชนยังไม่มีความรู้ด้านการคำนวณที่เกี่ยวข้องกับงานช่างที่ถูกต้องตามหลักวิชาการ ขาดเทคนิคการทำงาน และไม่ผ่านการรับรองมาตรฐานฝีมือแรงงาน จึงทำให้ขาดโอกาสในการรับงานจากผู้จ้างงาน งานวิจัยนี้จึงมีวัตถุประสงค์เพื่อเสริมศักยภาพทุนมนุษย์และสร้างโอกาสด้วยการพัฒนาทักษะฝีมือช่างชุมชนและเพิ่มรายได้ ด้วยกระบวนการ ดังนี้ 1) กระบวนการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียในพื้นที่ในการค้นหาและเข้าใจสาเหตุปัญหา 2) การรวบรวมข้อมูลช่างชุมชน 3) การออกแบบหลักสูตรสำหรับการพัฒนาทักษะช่างชุมชน 4) การดำเนินการพัฒนาทักษะช่างชุมชน โดยการฝึกอบรมและการฝึกงานในสถานการณ์จริง และ 5) การประเมินผลการพัฒนาทักษะช่างชุมชน โดยสถาบันพัฒนาฝีมือแรงงาน 7 อุบลราชธานี มส่วนร่วมในการจัดอบรมหลักสูตรก่อผนังอิฐมวลเบา หลักสูตรการเชื่อมประกอบผลิตภัณฑ์ และหลักสูตรการประยุกต์ระบบโซล่าเซลล์เพื่อการเกษตร ให้กับช่างชุมชน จำนวน 107 ราย ส่งผลให้ช่างชุมชนได้รับการพัฒนาทักษะฝีมือและวุฒิบัตรมาตรฐานฝีมือแรงงานตามหลักสูตร จำนวน 99 ราย ซึ่งผู้เข้าอบรมหลักสูตรก่อผนังอิฐมวลเบา จำนวน 25 ราย สามารถเพิ่มรายได้ร้อยละ 114.29 หลักสูตรการเชื่อมประกอบผลิตภัณฑ์ จำนวน 10 ราย สามารถเพิ่มรายได้ร้อยละ 142.86 และมีการประยุกต์ระบบโซล่าเซลล์ในครัวเรือน จำนวน 8 ครัวเรือน สามารถลดรายจ่าย 400 บาทต่อเดือน และมีการประยุกต์ใช้ระบบโซล่าเซลล์แทนน้ำมันเชื้อเพลิงเพื่อผลิตมันสำปะหลัง จำนวน 1 ครัวเรือน สามารถลดรายจ่าย 1,480 บาทต่อเดือน ส่งผลให้ช่างชุมชนที่ได้รับการพัฒนาได้มีส่วนร่วมในกิจกรรมดังนี้ การสร้างเครือข่ายทางสังคมช่างก่อสร้างในตำบลท่าเมืองเพื่อช่วยเหลือครัวเรือนที่ประสบภัยพิบัติ จำนวน 28 ครัวเรือน และการสร้างบ้านสำหรับสมาชิกในชุมชนภายใต้การดำเนินงานของโครงการบ้านมั่นคงชนบท
