การแก้ไขปัญหาความยากจน : กรณีศึกษาปฏิบัติการแก้จนจังหวัดพัทลุง

บทคัดย่อ
จังหวัดพัทลุงมีค่าดัชนีความก้าวหน้าการพัฒนาคนด้านรายได้ภาคครัวเรือนต่ำและมีสัดส่วนคนจนสูง งานวิจัยนี้นำเสนอการออกแบบกระบวนการทำงานอย่างมีส่วนร่วมเพื่อขับเคลื่อนการพัฒนาเชิงพื้นที่และแก้ไขปัญหาความยากจนที่เหมาะสมกับกลุ่มคนจนในจังหวัดพัทลุง โดยมีกระบวนการดังนี้ 1) การสร้างกลไกความร่วมมือแบบบูรณาการระหว่างภาคีเครือข่ายระดับจังหวัดและระดับพื้นที่ 2) การพัฒนาระบบค้นหาและสอบทานข้อมูลครัวเรือนยากจนระดับพื้นที่ครอบคลุมจังหวัดพัทลุง 11 อำเภอ 3) การวิเคราะห์ระดับทุนศักยภาพการดำรงชีพอย่างยั่งยืนและระบบการส่งต่อความช่วยเหลือทั้งจังหวัด และ 4) การพัฒนาโมเดลแก้จนนำร่องระดับพื้นที่เพื่อพัฒนาอาชีพและเพิ่มทักษะการดำรงชีวิตให้แก่ครัวเรือนยากจน ผลการดำเนินงานทำให้เกิดการบูรณาการความร่วมมือของพหุภาคีเครือข่ายเพื่อแก้ไขปัญหาความยากจนระดับจังหวัด ผ่านกลไกศูนย์อำนวยการขจัดความยากจนและพัฒนาคนทุกช่วงวัยอย่างยั่งยืนตามหลักปรัชญาของเศรษฐกิจพอเพียงจังหวัดพัทลุง (ศจพ.จ.พัทลุง) ครอบคลุมทั้งหน่วยงานภาครัฐ ภาคเอกชน ภาคประชาสังคม ภาคประชาชน และมหาวิทยาลัยในพื้นที่ ผลการค้นหาและสอบทานข้อมูลครัวเรือนยากจนพบว่าจังหวัดพัทลุงมีคนจนจำนวน 14,212 ครัวเรือน รวมจำนวน 59,495 คน ผลการวิเคราะห์ระดับทุนดำรงชีพ 5 ด้าน พบว่า ทุนมนุษย์มีระดับคะแนน 1.85 อยู่ในกลุ่มอยู่ยาก ทุนกายภาพมีระดับคะแนน 2.77 อยู่ในกลุ่มพออยู่ได้ ทุนการเงินมีระดับคะแนน 2.20 อยู่ในกลุ่มอยู่ยาก ทุนธรรมชาติมีระดับคะแนน 2.72 อยู่ในกลุ่มพออยู่ได้ และทุนสังคมมีระดับคะแนน 1.53 อยู่ในกลุ่มอยู่ลำบาก การดำเนินการส่งต่อความช่วยเหลือแก่หน่วยงานที่รับผิดชอบด้านที่อยู่อาศัยเพื่อซ่อมแซมบ้านเรือนและช่วยเหลือผู้สูงอายุ ผู้ป่วยติดเตียงและผู้พิการจำนวน 9,597 ครัวเรือน และการพัฒนาโมเดลแก้จนนำร่อง “กระจูดแก้จน” ในพื้นที่ตำบลทะเลน้อย อำเภอควนขนุน ด้วยการนําภูมิปัญญาหัตถกรรมกระจูดและอัตลักษณ์ของชุมชนผสมผสานกับความรู้วิทยาศาสตร์และนวัตกรรม และนำคนจนเข้าสู่ห่วงโซ่คุณค่าการผลิต พัฒนาความรู้และสร้างกระบวนการเรียนรู้ร่วมกันนำไปสู่การพัฒนาอาชีพและเสริมสร้างทักษะ เกิดการสร้างงาน สร้างอาชีพ สร้างรายได้ให้แก่คนจนและขยายผลเพื่อการพัฒนาอาชีพและยกระดับรายได้คนจน ผลของการทำงานที่เชื่อมโยงกับกลไกและภาคีเครือข่ายแบบบูรณาการทำให้เกิดการพัฒนาระบบฐานข้อมูลครัวเรือนยากจนระดับจังหวัด และระบบติดตามการช่วยเหลือเพื่อแก้ไขปัญหาความยากจนของจังหวัดพัทลุงอย่างมีส่วนร่วมที่สามารถนำไปใช้ประโยชน์เพื่อการพัฒนาเชิงพื้นที่ได้
