การปลูกข้าวในวงบ่อซีเมนต์เพื่อความมั่นคงทางอาหาร ตำบลท่าเมือง จังหวัดอุบลราชธานี

บทคัดย่อ
ตำบลท่าเมือง อำเภอดอนมดแดง จังหวัดอุบลราชธานี มีการกระจุกตัวของครัวเรือนคนจนและครัวเรือนไม่มีที่ดินทำกิน และเป็นพื้นที่ภัยพิบัติซ้ำซากจากเหตุอุทกภัยและภัยแล้ง ทำให้การปลูกข้าวในแปลงนาไม่สามารถสร้างผลผลิตที่เพียงพอต่อการบริโภคได้ตลอดทั้งปี การพัฒนานวัตกรรมการปลูกข้าวในวงบ่อซีเมนต์จึงเป็นแนวทางการผลิตข้าวเพื่อบริโภคในครัวเรือน เนื่องจากเป็นการปลูกข้าวที่ไม่ได้รับผลกระทบจากภัยพิบัติทางธรรมชาติและใช้พื้นที่น้อย ครัวเรือนคนจนเป้าหมายจำนวน 84 ครัวเรือน เข้าร่วมกระบวนการ 8 กิจกรรม ดังนี้ 1) การระดมความเห็นของครัวเรือนคนจนกลุ่มเป้าหมาย 2) การจัดหาวงบ่อซีเมนต์ การจัดเตรียมสถานที่สำหรับวางวงบ่อซีเมนต์ และการจัดเตรียมดินในการปลูกข้าว 3) การศึกษาดูงานแปลงนาทดลองและแปลงอนุรักษ์พันธุกรรมข้าว 4) การอบรมการปลูกข้าวเพื่อให้ข้าวมีคุณภาพและปริมาณมาก 5) การปลูกข้าวในวงบ่อซีเมนต์ 6) การปลูกข้าวในวงบ่อซีเมนต์ในรูปแบบอินทรีย์หรือข้าวปลอดภัย 7) การแลกเปลี่ยนเรียนรู้การปลูกข้าวในวงบ่อซีเมนต์ของครัวเรือนคนจนกลุ่มเป้าหมาย และ 8) การถอดบทเรียน ส่งผลให้ครัวเรือนคนจนเป้าหมายสามารถการปลูกข้าวในวงบ่อซีเมนต์ในบริเวณบ้านหรือพื้นที่สาธารณะในชุมชน โดยไม่ต้องใช้เครื่องจักรและไม่ต้องใช้แรงงานคนจำนวนมาก และสามารถปลูกข้าวได้ปีละ 3 ครั้ง มีผลผลิตข้าวประมาณ 96 กิโลกรัม จาก 60 วงบ่อซีเมนต์ ทำให้ลดรายจ่ายครัวเรือนได้ประมาณปีละ 2,880 บาท และโครงการปลูกข้าวในวงบ่อซีเมนต์ยังได้รับการบรรจุในแผนพัฒนาองค์การบริหารส่วนตำบลท่าเมือง ซึ่งเป็นการสร้างความมั่นคงทางอาหารที่สอดคล้องกับเงื่อนไข บริบทและศักยภาพของครัวเรือนยากจน
