Analyzing the Potential of An Abandoned Area for Pocket Park: A Case Study of Udonthani Municipality

Abstract

The research on analyzing the potential of converting abandoned areas of Udonthani Municipality into recreational green spaces. The objective is to identify areas with the potential to be developed as “pocket parks” and propose a development strategy for such parks. In this study, quantitative research methods were employed, using a non-participative observational approach. The researchers collected preliminary area data within the Udonthani Municipality using tools such as ArcGIS, Google Earth Pro, and the Ling application to survey potential areas for converting into pocket parks. Data analysis was conducted using the Analytic Hierarchy Process (AHP) method. The evaluation criteria were based on the principles of small-sized parks, with an area not exceeding 2 rai (approximately 0.32 hectares), located within a radius of 800 meters from public parks, and featuring a certain activity density.  Udonthani Municipality is interested in creating small green spaces or adding six pocket parks to align with the city's urban development concept of having a green, recreational space within a 15-minute walking distance no matter where one is located in the city at any given time.

The survey identified vacant and undeveloped areas that are not within an 800-meter radius of public parks. Out of 52 identified locations, it was found that 36 areas (69.23 %) received scores of 9 to 8 for suitability to be converted into pocket parks. These areas are dispersed in areas of the city with a demand for green spaces. The variations in scores arise from the size of the area and the surrounding activity level.

Local authorities are responsible for creating collaborative networks and acting as central coordinating points for various stakeholders, including the private sector, government, and the public. This collaboration extends from decision-making, implementation processes, up through evaluation. It ensures the involvement of all parties, mitigating conflicts and overlapping benefits within the area. This approach represents an inclusive style of governance or a new paradigm in public administration.
