Development of Master Plan of Sisaket Rajabhat University over the Next Decade

This article aims to present a new concept for developing a master plan for Rajabhat Sisaket University for the next decade, 2017 – 2027, and to study the appropriateness of setting a master plan for the university and its 1st extension areas (Non Khon graveyard area) and 2nd extension areas (Non Khae livestock area). The research was carried out in 2 parts, 1) perspective survey of the appropriateness for setting the master plan for the university in the future using questionnaires and 2) perspective survey on th/e (draft) master plan for Rajabhat University using Delphi method from 5 expert groups. The first part of the survey uses 2 questionnaires, 1st set of questionnaires targeted the people within the university and the 2nd set of questionnaires targeted the stakeholders around the university. The surveyed results from both groups were used to create the (draft) Rajabhat Sisaket Master Plan. The second part of the research focused on 5 expert groups including (1) Specialist Experts, (2) Academic institution administration team, (3) Rajabhat Sisaket administration team, (4) Users’ group by students, and (5) stakeholders around the university. The surveyed results from the people within the university found that the overall perspective thinks it is highly appropriate in terms of the design and improvisation of the master plan on area utilization. Second to that is the concept for design and the improvisation of the commuting system, and the design concept and improvements for the master plan on the image. The surveyed results of the stakeholders around the university found that the (draft) master plan is highly appropriate in terms of utilization of the extension areas area 1 (Non Khon graveyard area) which provided appropriate zoning for traffic system for utility allocations and building locations. The 2nd extension areas (Non Khae livestock area) is appropriate in terms of zoning for the parking area, for utility allocations and building locations. The surveyed results from Delphi on the Master Plan for the extension area 1 (Non Khon graveyard area) and extension area 2 (Non Khae livestock area) found that the utilization of the area is high in terms of cooperation between the University and the community and enforced regulations for construction of basic facilities infrastructure.
