Efficiency Evaluation of learner centered instruction of Sukhothai Thammathirat Open University in the fiscal year 2010

Abstract

               The objectives of this research were to : 1) evaluate opinions relating to instruction of faculty in various schools of STOU based on 7 topics of the 17 th Indicator of the Office of the Commission on Civil Service System Development ; and 2) evaluate opinions of the STOU students relating to efficiency of the faculty’ learner-centered instruction. The studied samples who returned questionnaires consisted of 1) 331 out of 371 STOU instructors (89.2 %) 2) 6,805 out of 11,557 students (58.9 %) attending intensive trainings on professional experience courses and 3)Various documentary data were also gathered from 8 relevant offices. Quantitative data collected be questionnaires were analyzed by percentage, mean, and standard deviation whereas qualitative data from recording form were done by content analysis. Research Findings indicated 6 aspects which STOU had provided at the highest level and 1 aspect which STOU had provided at the high level. Which STOU had provided at the highest level as follows : 1) STOU had promoted the faculty to have knowledge and understanding of higher education target and programs, and they had functioned according to the specified guideline (91.5%). 2) STOU had mechanism for the faculty to analyze learner’s potential and understood individual bachelor degree student
(84.3%) and graduate degree student (83.4%). 3) STOU provided survey or research or instruction at efficiency evaluation focusing on learner-centered and the faculty had utilized the results to improve instruction provision as the learner-centered experiences mission by reducing of transferring knowledge proportion and increasing the actual practice and learning exchange between faculty and students in 3 out of 4 activities (75.5-81.1 %). 4) STOU had enhanced the faculty to have capability in technology utilization for learning development of the faculty and students (91.3%). 5) STOU had enhanced the faculty to do survey or research or instruction evaluation in accordance with learning situation provided to learners and based on learners’ development in order to evaluate for developing learning and evaluating learning by recognizing personal difference and could use results for adapting instruction provision in order to develop learners to fulfill their potential (82.0%). 6) STOU had enhanced the faculty to do research for develop media and learners, learning and utilize results in developing learners (86.5%). Which STOU had provided at the high level as follows : STOU had enhanced the faculty to utilize results of instruction evaluation to develop their instruction for developing learners to fulfill their potential (79.3%). And the evaluation of opinions of the STOU students relating to efficiency of the faculty‘s learnercentered instruction was found that the bachelor’s degree students had opinions relating to efficiency of the instructors’ learner-centered instruction at the high level (Mean = 4.47) and the graduate degree students had opinions relating to efficiency of the instructors’ learnercentered instruction at the highest level (Mean = 4.62).
