ต้นทุนการฟื้นฟูสมรรถภาพเด็กออทีสติกในระยะแรกเริ่มถึงระดับประถมศึกษาของไทย

บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อวิเคราะห์ต้นทุนการฟื้นฟูสมรรถภาพของเด็กออทีสติกในระยะแรกเริ่มถึงระดับประถมศึกษา ประชากรที่ใช้ในวิจัยประกอบด้วย (1) พ่อแม่ ผู้ปกครองของเด็กออทีสติกที่ใช้บริการของสถาบันการศึกษาในเขตกรุงเทพมหานครที่มีศูนย์พัฒนาศักยภาพของเด็กออทีสติกตั้ งแต่ระยะแรกเริ่ มถึงระดับประถมศึกษาจำนวน 119 คนและ (2) ผู้บริหารของสถาบันการศึกษากลุ่มเป้าหมายจำนวน 6 แห่ง ในปีการศึกษา 2552 ผลการศึกษาพบว่าการวิเคราะห์ต้นทุนสถาบันในการฟื้นฟูสมรรถภาพเด็กออทีสติกมีต้นทุนเฉลี่ยเท่ากับ 29,020 บาท/ปี /คน และการวิเคราะห์ต้นทุนส่วนบุคคลในการฟื้นฟูสมรรถภาพเด็กออทีสติก ในกรณี “กลุ่มของเด็กที่เรียนประจำ” พบว่าผู้ปกครองมีค่าใช้จ่ายเฉลี่ยเท่ากับ 199,396 บาท/ปี/คน ในกรณี “กลุ่มของเด็กที่มาฟื้นฟูสมรรถภาพเพิ่มเติม” พบว่าผู้ปกครองมีค่าใช้จ่ายเฉลี่ยเท่ากับ 170,009 บาท/ปี/คน สำหรับสัดส่วนการแบ่งรับภาระค่าใช้จ่ายระหว่างผู้ปกครอง และภาครัฐพบว่าสัดส่วนโดยเฉลี่ยเท่ากับ 89 : 11.

COST OF AUTISM REHABILITATION AT EARLY INTERVENTION TO PRIMARY SCHOOL IN THAILAND

The purpose of this research is to do the analysis of autism rehabilitation at early intervention to primary school. The subjects of this research include (1) the autistic children’s parents of the institutions in Bangkok there have the center of the autism rehabilitation at early interventions to primary school within totally 119 persons and (2) the 6 executive of educational institutions in the target groups of the academic year 2552. The results found that Educational average cost are 29,020 baht/year/person. The analysis of private cost for autism rehabilitation, the regular program for autistic the average cost is about 199,396 baht/year/person and the specific rehabilitation program which requires children’s parent attention, the average cost is about 170,009 baht/year/person. For proportion of expenses burden between parent and public sector found that average proportion is 89 : 11.
