บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหาการจัดทำกรอบมาตรฐานคุณวุฒิระดับอุดมศึกษาแห่งชาติ (มคอ. 3
และ 5) และ 2) ศึกษาแนวทางแก้ไขปัญหาการจัดทำกรอบมาตรฐานคุณวุฒิระดับอุดมศึกษาแห่งชาติ (มคอ. 3 และ 5) กลุ่มตัวอย่างเป็นอาจารย์คณะมนุษยศาสตร์และสังคมศาสตร์ มหาวิทยาลัยราชภัฏมหาสารคาม โดยเลือกแบบเจาะจง ซึ่งแบ่งออกเป็น 2 กลุ่ม คือ กลุ่มแรก จำนวน 90 คน ตอบแบบสอบถามและกลุ่มที่สองจำนวน 23 คน ประเมินคู่มือการเขียน มคอ.3 และ 5 เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบประเมินค่า 5 ระดับ และ แบบประเมินคุณภาพ 5 ระดับ สถิติที่ใช้ในการวิจัย คือ ค่าร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน และค่าความถี่
ผลการวิจัยพบว่า 1. ปัญหาการจัดทำกรอบมาตรฐานคุณวุฒิระดับอุดมศึกษาแห่งชาติ (มคอ. 3 และ 5) มีปัญหาโดยภาพรวมอยู่ในระดับปานกลาง ( = 2.95, S.D. = 0.03) เมื่อพิจารณารายด้าน พบว่า ด้านรูปแบบอยู่ในระดับปานกลาง ( = 3.24, S.D. = 0.14) ด้านการจัดทำ มคอ. 5 อยู่ในระดับปานกลาง ( = 2.85, S.D. = 0.15) และด้านการจัดทe มคอ. 3 ( = 2.76, S.D. = 0.10) ตามลำดับ 2. แนวทางแก้ไขปัญหาการจัดทำกรอบมาตรฐานคุณวุฒิระดับอุดมศึกษาแห่งชาติ (มคอ. 3 และ 5) คือ ได้คู่มือที่มีคุณภาพในระดับดีมาก ( = 4.83, S.D. = 0.05)เมื่อพิจารณารายข้อ 3 อันดับแรก พบว่าคู่มือเป็นประโยชน์ และสามารถนำไปใช้ประกอบการเขียน มคอ. 3 และ 5 ได้จริงมีคุณภาพในระดับดีมาก ( = 4.91, S.D. = 0.29) ส่วนคู่มือมีขนาดตัวอักษรที่เหมาะสม
และภาพรวมของคู่มือมีความเหมาะสมมีคุณภาพในระดับดีมากเท่ากัน ( = 4.87, S.D. = 0.34) คำสำคัญ: แนวทางการแก้ปัญหา, กรอบมาตรฐานคุณวุฒิระดับอุดมศึกษาแห่งชาติ

ABSTRACT

This research aimed to 1) studythe problem arrangements through Thai Qualifications Framework for Higher Education (TQF) 3 and 5 and 2) study the guideline solutionfor TQF 3 and 5.The samples were divided into 2 groups: first group had 23 persons who evaluated the manual writing of TQF 3 and 5 and second group had 90 persons who answered the questionnaire. All were selected by purposive sampling. The instrumentswere the 5 rating evaluation and the 5 rating questionnaire. The statistics used in analyzing data were percentage, mean, standard deviationand frequency distribution. Results of the study revealed the following: 1. To study the problem arrangements through TQF 3 and 5 that was a moderate problem ( = 2.95, S.D. = 0.03) in overall. When considering in each aspects, it was found that TQF 3 and 5 form was a moderate problem ( = 3.24, S.D. = 0.14), TQF 5 form arrangement was a moderate problem ( = 2.85, S.D. = 0.15), and TQF 3 form arrangement was a moderate problem ( = 2.76, S.D. = 0.10) respectively.  2. To study the guideline solutions for TQF 3 and 5 that it obtained a very high quality manual. ( = 4.83, S.D. = 0.05) When considering in very high 3 aspects, they were found that the manual was really useful and applicable writing for TQF 3 and 5at very high quality ( = 4.91, S.D. = 0.29). Regarding the fonts and overall aspects in manual were suitable and equally at very high quality ( = 4.87, S.D. = 0.34) Keywords: Problems, Guideline solution, Thai Qualifications Framework for HigherEducation, TQF 3 and 5
