บทคัดย่อ
การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อสร้างและทดลองใช้รูปแบบการพัฒนาชุมชนโดยการมีส่วนร่วมของชนเผ่าลื้อบ้าน
น้ำเงิน เมืองเวียงภูคา แขวงหลวงน้ำทา สาธารณรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว) วิธีการวิจัยแบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบันปัญหา และความต้องการในการพัฒนาชุมชนโดยการมีส่วนร่วมของชนเผ่าลื้อ กลุ่มตัวอย่าง จำนวน 81 ครัวเรือนการวิเคราะห์ข้อมูลเชิงปริมาณที่ได้จากการใช้แบบสอบถามโดยใช้วิธีการทางสถิติ โดยท????ำตารางแจกแจงความถี่และร้อยละ ระยะที่ 2 สร้างรูปแบบการพัฒนาชุมชนโดยการมีส่วนร่วมของชนเผ่าลื้อวิพากษ์โดยผู้เชี่ยวชาญด้านการพัฒนาชุมชนด้วยวิธีการมีส่วนร่วม ระยะที่ 3 การทดลองใช้รูปแบบการพัฒนาชุมชนโดยการมีส่วนร่วมของชนเผ่าลื้อกลุ่มเป้าหมายคือชนเผ่าลื้อบ้านน้ำเงิน เมืองเวียงภูคา แขวงหลวงน้ำทา สาธารณรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว) จำนวน 25 ครอบครัวเป็นเวลา 1 ปี วิเคราะห์ข้อมูลด้วยการวัดความแปรปรวนหลายตัวแปรตามแบบวัดซ้ำ (MANOVA : Repeated Measures) ผลการวิจัยพบว่า 1. สภาพชุมชนของชนเผ่าลื้อ บ้านน้ำเงินมีครัวเรือนทั้งหมด 81 หลังคาเรือน 113 ครอบครัว และมีประชากรทั้งสิ้น 337 คน ส่วนใหญ่นับถือศาสนาพุทธในส่วนปัญหาแบ่งเป็น 5 ประการ คือ 1. ปัญหาสุขภาพ 2. ปัญหาสภาพแวดล้อมในพื้นที่ 3. ปัญหาสาธารณสุขขั้นพื้นฐาน 4. ปัญหาศักยภาพการพัฒนาชุมชน และ 5. ปัญหาความยากจนและหนี้สินด้านความต้องการ พบว่าประชาชนต้องการให้พัฒนาด้านสาธารณสุขขั้นพื้นฐานและด้านการพัฒนาเศรษฐกิจชุมชนให้เข้มแข็ง 2. รูปแบบการพัฒนาชุมชนโดยการมีส่วนร่วมของชนเผ่าลื้อ บ้านน้ำเงิน ควรพัฒนาโครงการที่จะสามารถแก้ปัญหา ต่างๆ ในแนวทางพึ่งพาตนเองของชุมชนได้อย่างแท้จริงภายใต้ความต้องการของชนเผ่าลื้อ ทั้ง 2 ด้าน กล่าวคือด้านสาธารณสุขขั้นพื้นฐาน ควรพัฒนาโครงการหมู่บ้านตัวอย่างสาธารณสุขและความต้องการด้านการพัฒนาเศรษฐกิจชุมชนให้เข้มแข็ง ควรส่งเสริมอาชีพให้กับชุมชน ที่ประกอบด้วยโครงการหมู่บ้านตัวอย่างสาธารณสุข โครงการเลี้ยงไก่ โครงการเลี้ยงหมู โครงการเพาะเห็ดโครงการเลี้ยงปลาโครงการเลี้ยงกบและโครงการปลูกพืชผักสวนครัว 3. ผลการทดลองใช้รูปแบบการพัฒนาชุมชนโดยการมีส่วนร่วมของชนเผ่าลื้อ บ้านน้ำเงิน พบว่าการทดลองทุกด้าน มีผลการทดลองสูงขึ้นอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 คำสำคัญ : รูปแบบการพัฒนาชุมชนโดยการมีส่วนร่วม, ชนเผ่าลื้อบ้านน้ำเงิน, สาธารณรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว)
ABSTRACT
The purposes of this research were to develop and test a community development model by Lue tribesparticipation in Ban Nam Ngen, ViengPhoukha,Luang Nam Tha, Lao People’s Democratic Republic.The research was implemented into three stages: stage 1, to study current circumstances, problems andneeds for community development by Lue tribesparticipation. The sample was 81 households. For the quantitative data, the researcher analyzed data by using statistic method with frequencyand percentage.stage 2, to developmenta community development by Lue tribesparticipation by experts in community developmentby the method of participation;stage 3, trial evaluation of community development by Lue tribesparticipation.The target group composes of 25 households of Lue tribes in Ban Nam Ngen, ViengPhoukha,Luang Nam Tha, Lao People’s Democratic Republic. The experiment was a 1 year. Data obtained were analyzed using aMANOVA : Repeated Measures. The results of the research found that: 1. The recruitment of Lue tribesin Ban Nam Ngenwith 81 household, 113 families, and a population of 337. The Lue tribes to different religious groups with the majority of people practicing Buddhism. The problems can be classified into 5 types: 1. health problems 2. environment prevention 3. primary health care 4. potential community developmentand 5. poverty and debt. Most people needed to develop a primary health and strengthen local economy. 2. The community development model by Lue tribesparticipation in Ban Nam Ngenshould be development project toorganize themselves to solve their own 2 problemsbased on the need of Lue tribes. Primary health caremust develop demonstration healthvillage project. Strengthening communityeconomy developmentmust be provided forall occupationconsists of Demonstration healthvillage project, feeding hen project,feeding pig project, mushroom planting project, feeding fishproject, feeding frog project andvegetables gardeningproject. 3. The experimental result indicated thatThe Lue tribes community after development by community participation model were significantly higher than that before development by community participation model, at the .05 level.
