บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับประสิทธิผลการผลิตและส่งมอบบริการสาธารณะของเทศบาลตำบลกลุ่มพัฒนาจังหวัดร้อยแก่นสารสินธุ์ และ 2) เพื่อศึกษาปัจจัยที่ส่งผลต่อประสิทธิผลการผลิตและส่งมอบบริการสาธารณะของเทศบาลตำบลกลุ่มพัฒนาจังหวัดร้อยแก่นสารสินธุ์ กลุ่มตัวอย่าง ได้แก่ ตัวแทนผู้บริหาร ตัวแทนสมาชิกสภาเทศบาล ตวั แทนปลัดเทศบาล ตัวแทนผอู้ าํ นวยการกอง และตัวแทนภาคประชาชน จำนวน 249 แห่ง ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ รวมกลุ่มตัวอย่างเป็น 340 คน เครื่องมือที่ใช้ในเก็บรวบรวมข้อมูล ประกอบด้วย แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา สหสัมพันธ์เพียร์สัน และวิธีการวิเคราะห์ถดถอยพหุคูณ ผลการวิจัย พบว่า 1. ระดับประสิทธิผลการผลิตและส่งมอบบริการสาธารณะของเทศบาลตำบลกลุ่มพัฒนาจังหวัดร้อยแก่นสารสินธุ์ โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับปานกลางทุกด้าน โดยเรียงลำดับความสำคัญค่าเฉลี่ยจากมากไปหาน้อยได้ ดังนี้ ด้านการพัฒนาบ้านเมืองน่าอยู่ ด้านการพัฒนาคุณภาพชีวิต ด้านการพัฒนาเศรษฐกิจและการเกษตร และด้านการพัฒนาการเมืองและการบริหาร ตามลำดับ 2. ปัจจัยที่ส่งผลต่อประสิทธิผลการผลิตและส่งมอบบริการสาธารณะของเทศบาลตำบลกลุ่มพัฒนา จังหวัดร้อยแก่นสารสินธุ์ มากที่สุด คือ แรงกดดันจากประชาสังคม (Beta=0.606) รองลงมา คือ การบริหารแบบกระจายอำนาจ (Beta=0.170) ภาวะผู้นำของผู้บริหาร (Beta=0.108) การสนับสนุนจากการเมืองระดับชาติ (Beta=0.066) และวัฒนธรรมองค์กรแบบมุ่งผลสัมฤทธิ์ (Beta=0.049) ตามลำดับ ตัวแปรดังกล่าวสามารถร่วมกันอธิบายความแปรปรวนของการผลิตและส่งมอบบริการสาธารณะของเทศบาลตำบลกลุ่มพัฒนาจังหวัดร้อยแก่นสารสินธุ์ ได้ร้อยละ 97.20 (R2=0.972,F=858.704) อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 คำสำคัญ : ประสิทธิผลการผลิต, ส่งมอบบริการสาธารณะ

ABSTRACT
The purposes of this research were to investigate efficiency of production and delivery of public services in sub-district municipality in Roi-Kean-Sarn-Sin Developmental Provincial Group and to study factors affecting the efficiency of production and delivery of public services in sub-district municipality in Roi-Kean-Sarn-Sin Developmental Provincial Group. The sample was 249 people consisting of executives, council members, secretaries, directors and public sector. They were selected by stratified random sampling technique. The instruments were rating scale questionnaire. Data were analyzed by descriptive statistics, Pearson Product Moment Correlation and Multiple Regression Analysis. The findings were as follows: 1. The efficiency of production and delivery of public services in sub-district municipality in Roi-Kean-Sarn-Sin Developmental Provincial Group as a whole was at moderate level. Considering each aspect found that all aspect was at medium level with ranking mean scores from highest to lowest, livable city development, quality of life development, economics and agriculture development and politics and management development, respectively. 2. The factors affecting the efficiency of production and delivery of public services in
sub-district municipality in Roi-Kean-Sarn-Sin Developmental Provincial Group were the civil society under pressure (Beta = 0.606), decentralization management (Beta = 0.170), leadership of administrators (Beta = 0.108), support from national politics (Beta = 0.066), achievement organizational culture (Beta = 0.049), respectively. These variables could explain the productivity and delivery of public service of sub-district municipality for 97.20% (R2= 0.972, F = 854.704) by statistically significant level of .05. Keywords : effectiveness of production, delivering the public service
