การจัดการโลจิสติกส์และการพัฒนารูปแบบแหล่งท่องเที่ยว หมู่บ้านช้าง จังหวัดสุรินทร์ LOGISTIC MANAGEMENT AND TOURISM DEVELOPMENT MODEL OF THE CHANG VILLAGE IN SURIN PROVINCE

บทคัดย่อ

งานวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษารูปแบบและแนวทางการบริหารจัดการโลจิสติกส์ เพื่อรองรับการเติบโตและขยายตัวด้านการท่องเที่ยวของหมู่บ้านช้าง 2) ประเมินและวิเคราะห์ระบบสาธารณูปโภค สิ่งอำนวยความสะดวก ระบบการขนส่ง และระบบสารสนเทศของหมู่บ้านช้าง 3) ศึกษารูปแบบการพยากรณ์จำนวนนักท่องเที่ยวและอุปสงค์ของการท่องเที่ยวหมู่บ้านช้าง  โดยใช้หลักการจัดการโลจิสติกส์เข้ามาใช้กับการท่องเที่ยว  ซึ่งการศึกษาครั้งนี้ได้เก็บข้อมูลจากแหล่งทุติยภูมิและจากแหล่งปฐมภูมิ  โดยมีตัวอย่างของแบบสอบถามและแบบสัมภาษณ์  รวมจำนวน 180 ราย  ผลการศึกษาพบว่า  อนุกรมเวลาแบบจำลองเฉลี่ยเคลื่อนที่แบบถ่วงน้ำหนัก เป็นรูปแบบการพยากรณ์ที่เหมาะสม  โดยพบว่าอีก 10 ปีข้างหน้า จำนวนนักท่องเที่ยวจะเพิ่มขึ้นประมาณ 300,000 คน/ปี ซึ่งจะมีผลต่อการวางแผนและพัฒนาระบบการขนส่ง  ระบบสาธารณูปโภค และระบบสารสนเทศ  ซึ่งปัจจุบันยังขาดความพร้อมในการวางแผน  และผลการศึกษาระดับความสำคัญและความพึงพอใจของกลุ่มนักท่องเที่ยวหมู่บ้านช้าง  พบว่า ระดับความสำคัญและความพึงพอใจของกลุ่มนักท่องเที่ยว คือ 1) เรื่องการเดินทางและการขนส่งจากตัวเมืองสุรินทร์ไป-กลับหมู่บ้านช้าง ให้ความสำคัญในเรื่องของความปลอดภัยและเมื่อได้ใช้บริการแล้ว พึงพอใจมากที่สุดในเรื่องของกิริยามารยาทของรถประจำทาง  2) เรื่องสถานที่ท่องเที่ยวหมู่บ้านช้าง ให้ความสำคัญในเรื่องของความเป็นธรรมชาติและวิถีชีวิตของชาวบ้านและเมื่อได้ใช้บริการแล้ว พึงพอใจมากที่สุดในเรื่องของกิจกรรมการฝึกช้างหลากหลายกิจกรรม และไม่พึงพอใจเลยคือเรื่องของตู้รับความคิดเห็นหลังใช้บริการแล้ว 3) เรื่องระบบสาธารณูปโภคในแหล่งท่องเที่ยวหมู่บ้านช้าง ให้ความสำคัญในเรื่องของห้องน้ำ และห้องสุขา และเมื่อได้ใช้บริการแล้ว พึงพอใจมากที่สุดในเรื่องของบริเวณที่จอดรถ  และพึงพอใจน้อยที่สุดคือเรื่องของห้องสุขา และห้องน้ำ 4) เรื่องระบบสารสนเทศและการติดต่อสื่อสารให้ความสำคัญในเรื่องของความสะดวกสบายด้านสารสนเทศ และเมื่อได้ใช้บริการแล้ว พึงพอใจมากที่สุดในเรื่องความพร้อมในระบบสารสนเทศและการติดต่อสื่อสาร พึงพอใจน้อยที่สุดคือ เรื่องการประสานงานของเจ้าหน้าที่ของศูนย์คชศึกษา 5) เรื่องระบบโลจิสติกส์ท่องเที่ยวหมู่บ้านช้าง ให้ความสำคัญในเรื่องของความสะดวกและรวดเร็วของการเดินทางจากตัวเมืองสุรินทร์ไปยังหมู่บ้านช้างและเมื่อได้ใช้บริการแล้ว พึงพอใจมากที่สุดในเรื่องของความถี่ของยานพาหนะไปยังหมู่บ้านช้าง พึงพอใจน้อยที่สุดคือ เรื่องความสะดวกและรวดเร็วของการเดินทางจากตัวเมืองสุรินทร์ไปหมู่บ้านช้าง

          การศึกษาครั้งนี้จะช่วยให้หน่วยงานที่เกี่ยวข้อง สามารถนำข้อมูลที่ได้นำไปวางแผนพัฒนาและปรับปรุงระบบขนส่ง  ระบบสาธารณูปโภค  สิ่งอำนวยความสะดวก ระบบสารสนเทศ ของแหล่งท่องเที่ยวหมู่บ้านช้าง ซึ่งจะช่วยให้นักท่องเที่ยวสามารถเดินทางไป-กลับ สะดวกสบาย รวดเร็ว ปลอดภัย ที่สอดคล้องกับอุปสงค์ของการท่องเที่ยวที่เพิ่มมากขึ้นได้อย่างมีประสิทธิภาพ

Abstract

This research aimed to 1) study models and guidelines for logistic management to support tourism growth and expansion in the Chang village, 2) evaluate and analyze the public facilities, utility, transportation and information systems of the Chang village, 3) determine a model to forecast tourist numbers and tourism demand for the Chang village by using logistic principles. Data were collected from primary and secondary data sources using questionnaires and interview forms handed to a sample of 180 respondents.

The result revealed that the time series model of the weighted moving average is the most appropriate forecasting model. It was found that over the next 10 years, tourist numbers are likely to increase to 300,000 tourists/year. This tourist numbers will have an effect on planning and development of transportation and information systems currently lacking availability. With regard to tourists’ priority and satisfaction, the results revealed that 1) concerning the travel and transportation system from Surin town to the Chang village, tourists gave a priority to safety and they were most satisfied with the conduct of the bus driver. 2) regarding the tourism area of the Change village, tourists gave a priority to nature and the way of life of the villagers and they were most satisfied with various training activities for the elephants. They were unsatisfied with the feedback boxes. 3) with respect to the public utility system in the Chang village, tourists put a priority on the availability of clean toilets and water closets. They expressed satisfaction with the car park but    dissatisfaction with toilets and water closets. 4) regarding the communication and information system, tourists put a priority on the convenience of the information system. Information and communication systems earned the highest satisfaction scores. The coordination by the office of the Elephant Study Center yielded the lowest satisfaction ratings. 5) concerning the tourism logistics system of the Chang village, tourists put a priority on the time to spend and convenience of travelling from Surin town to the Chang village.

This research provides useful information for relevant offices to be applied in development planning and improving transportation, facility, public utility and information systems in the tourist area around the Chang village. It will contribute to an efficient, convenient and safe transportation on the route to the tourist area in line with the expected increase in demand by expanding tourism.
