บทคัดย่อ        

          การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมของประชาชนและศึกษาความแตกต่างระหว่างปัจจัยส่วนบุคคลกับการมีส่วนร่วมในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลโพธิ์ไพศาล อำเภอกุสุมาลย์ จังหวัดสกลนคร ประชากรที่ใช้ในการวิจัยครั้งนี้ได้แก่ ประชาชนในเขตองค์การบริหารส่วนตำบลโพธิ์ไพศาล จำนวน 6,788 คน กลุ่มตัวอย่าง 400 คน เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถาม วิเคราะห์สถิติ พื้นฐานโดยใช้สถิติพรรณนา ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐานผลการวิจัยพบว่า ประชาชนส่วนใหญ่เป็นเพศชายร้อยละ 59.00 อายุอยู่ระหว่าง 41-50 ปี ร้อยละ 42.50 ประกอบอาชีพทำนา ร้อยละ 49.50 มีรายได้ต่ำกว่า 5,000 บาท ร้อยละ 40.80 การศึกษาอยู่ระหว่างมัธยมศึกษา ร้อยละ 35.50 การมีส่วนร่วมในการทำแผนพัฒนาอบต. มีค่าเฉลี่ยเป็นลำดับดังนี้ การมีส่วนร่วมในการตัดสินใจ (4.06) การมีส่วนร่วมในการประเมินผล (4.04) การมีส่วนร่วมในการวางแผน และการมีส่วนร่วมในการรับผลประโยชน์ (4.00)เมื่อเปรียบเทียบความแตกต่างระหว่างปัจจัยส่วนบุคคลกับการมีส่วนร่วมในการจัดทำแผนของประชาชนในเขตองค์การบริหารส่วนตำบลโพธิ์ไพศาล พบว่าประชาชนที่มีเพศ อาชีพ และระดับการศึกษาที่แตกต่างกันมีส่วนร่วมในการจัดทำแผนพัฒนาตำบลไม่แตกต่างกัน แต่ประชาชนที่มีอายุแตกต่างกันมีส่วนร่วมในการทำแผนพัฒนาอบต. แตกต่างกันในด้านการดำเนินการและการรับผลประโยชน์ ส่วนประชาชนที่มีรายได้แตกต่างกันมีส่วนร่วมในการทำแผนพัฒนาอบต. ที่แตกต่างกันในด้านการตัดสินใจและการรับผลประโยชน์ แสดงว่าอายุและรายได้มีผลต่อการมีส่วนร่วมในการจัดทำแผนพัฒนาอบต.

Abstract

The research aimed to study the participation of people andstudy the difference between personal factors in formulation of development plan in Pho PhisanSubdistrict Administration, Gusumaan District, SakonNakorn Province. The population of this study was people in Pho PhisanSubdistrict, 6,788 people, and sample size was 400 people. Data was collected by questionnaire, and analyzed by descriptive statistic; percentage, mean, and standard deviation. The result shown that 59% of sample was man, 42.5% was in age of 41 – 50, 49.5% was a farmer, 40.8% had income lower than 5,000 baths, and 35.5% had held secondary school. The result in the participation in the development plan shown the average that 4.06 participated in part of decisionmaking,4.04 participated in evaluation, 4.00 participated in planning and benefitting. The comparison between personal factors and the participationin the developmentplan shown that the difference in gender,occupation, and education hadto the difference in the participation. By the way, the difference in age had related to the difference in the participation in performance and benefitting. Moreover, the difference in unrelated income had related to the difference in the participation in part of decision making and benefitting. In conclusion, age and income had related to the participation in formulation of rural development plan.
