ปัจจัยที่มีผลต่อความสำเร็จในการนำนโยบาย มหาวิทยาลัยราชภัฏไปปฏิบัติ : กรณีศึกษามหาวิทยาลัยราชภัฏ กลุ่มภาคตะวันออกเฉียงเหนือ (Factors Affecting the success of the Implementation of the Rajabhat University policy : A case study of Rajabhat University in North-East of Thailand)

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ 3 ประการ คือ 1) เพื่อศึกษาระดับความสำเร็จของการนำนโยบายมหาวิทยาลัยราชภัฏไปปฏิบัติของมหาวิทยาลัยราชภัฏกลุ่มภาคตะวันออกเฉียงเหนือ 2) เพื่อศึกษาปัจจัยที่มีผลต่อความสำเร็จในการนำนโยบายมหาวิทยาลัยราชภัฏไปปฏิบัติของมหาวิทยาลัยราชภัฏกลุ่มภาคตะวันออกเฉียงเหนือ และ 3) ข้อเสนอแนะปรับปรุงพัฒนาในการนำนโยบายไปปฏิบัติด้านต่างๆ กลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงคุณภาพ จำนวน 30 คน ใช้การสัมภาษณ์แบบเจาะลึกเป็นเครื่องมือ และการวิจัยเชิงปริมาณ จำนวน 308 คน ใช้แบบสอบถามเป็นเครื่องมือวิจัย สำหรับระเบียบวิธีวิจัย ผู้วิจัยใช้สถิติเชิงพรรณนาได้แก่ ร้อยละ ค่าความถี่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และสถิติในการวิเคราะห์ ได้แก่ สถิติสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และการวิเคราะห์ถดถอยเชิงพหุแบบขั้นตอน โดยวิธี Stepwise ที่ระดับนัยสำคัญทางสถิติ .05 ข้อมูลเชิงคุณภาพ ผู้วิจัยจะใช้วิธีการพรรณนา และอธิบายผล ผลการวิจัยพบว่า1) ปัจจัยภายในที่มีผลต่อความสำเร็จในการนำนโยบายไปปฏิบัติในระดับค่อนข้างมาก 2 ปัจจัย คือ ด้านความชัดเจนในวัตถุประสงค์ของนโยบายและด้านการติดตามการดำเนินงาน ปัจจัยภายนอกเหนือการควบคุมที่มีผลต่อความสำเร็จในการนำนโยบายไปปฏิบัติ ปัจจัยอยู่ในระดับค่อนข้างมาก 3 ด้านคือ ด้านเทคโนโลยี ด้านความผันผวนทางเศรษฐกิจ และด้านสภาพทางสังคมการนำนโยบายมหาวิทยาลัยราชภัฏไปปฏิบัติระดับความสำเร็จอยู่ในระดับค่อนข้างมาก 4 ด้าน คือ ด้านการทำนุบำรุงศิลปะและวัฒนธรรม ด้านผลิตครูและส่งเสริมวิทยฐานะครู ด้านการสอน และด้านการบริการทางวิชาการแก่สังคม2) ปัจจัยที่มีผลต่อความสำเร็จของสายวิชาการและสายผู้สอน คือปัจจัยการให้ความร่วมมือในการปฏิบัติงาน และปัจจัยสมรรถนะขององค์การ ส่วนสายสนับสนุนหรือสายปฏิบัติ คือ ปัจจัยสมรรถนะขององค์การ ปัจจัยภาวะผู้นำ ปัจจัยการสนับสนุนจากภาคเอกชนและหน่วยงานที่เกี่ยวข้อง ปัจจัยการติดตามการดำเนินงาน และปัจจัยเทคโนโลยี3) ข้อเสนอแนะ คือ มหาวิทยาลัยราชภัฏต้องได้รับความร่วมมือจากบุคคลในการร่วมคิด ร่วมวางแผน ร่วมปฏิบัติ ร่วมติดตามผล รายงานผล และทบทวนอยู่เป็นประจำ นโยบายต้องเกิดจากการมีส่วนร่วม ที่สำคัญผู้บริหารสูงสุดต้องเข้าใจและสนับสนุนนโยบายอย่างเป็นรูปธรรม ต้องตอบโจทย์ปัญหาของประเทศให้ได้ และจัดทำนโยบายที่เป็นรูปธรรมชัดเจน มีเป้าหมายชัดเจนสู่ทุกระดับ ต้องเปลี่ยนแปลงนโยบายที่เป็นโครงการที่สามารถหาแหล่งทุนสนับสนุนจากรัฐได้ นโยบายแนวทางที่มีประโยชน์ ต้องมีงบประมาณดูแล ควบคุมอย่างต่อเนื่อง วางแผน พัฒนาอย่างต่อเนื่องเต็มรูปแบบ พัฒนาบุคลากรให้มีความรู้ความเข้าใจ เข้าถึงความเจริญก้าวหน้าอยู่ตลอดเวลา ฯลฯ วิสัยทัศน์ ปรัชญาพันธกิจ มีกรอบการดำเนินงานชัดเจน และมีมาตรการสำหรับกำกับควบคุมการทำงาน บูรณาการการทำงานร่วมกับหน่วยงานอื่น ๆ

ABSTRACT
The aims of the research were to study 1) the success levelof the policy implementation of Rajabhat Universities in the Northeasternof Thailand, 2) the factors affecting the success level of thepolicy implementation of Rajabhat Universities in the Northeastern ofThailand, and 3) the recommendation to improve and develop thepolicy implementation. There were 30 samples for the qualitative researchcollected by using the interview instrument and 308 samplesfor the quantitative research gathered by using the questionnaire.The statistics applied were descriptive statistic which were percentage,frequency, mean, and standard deviation. The analysis statisticswere Pearson’s Coefficient and Step Multi Regression of Stepwisewith the statistic significant at .05 level. For the qualitative research,the descriptive analysis method was used to explain the result.The results of the research were1) The two high level internal factors affecting the successlevel of the policy implementation were; the distinctness of the objectivesof the policy and the following of the performance. Therewere three external uncontrollable factors; the technology, the economicfluctuation, and the social situation. Four aspects of the policyimplementation of Rajabhat Universities in the Northeast rated athigh success level were the support of arts and culture, the teacherproduction and teacher status promotion, the teaching, and socialacademic service.2) The factors affecting success of the policy implementationof Rajabhat Universities in the Northeast for academic and teacherswere the performance of work cooperation and the potential of the organization. As the performance line, they were the potential ofthe organization, the leadership, the support from private and relatedorganizations, the work performance tracking, and the technology.factors.3) The Suggestions were: Rajabhat Universities must be cooperatedin thinking, planning, performing, work tracking, reportingand reviewing. The policy must be formed by cooperation, and theexecutives must support the policy and answer the question of thecountry. The policy must be clear on objectives at every level, andthe policy must be supported by the state fund. Moreover, the policymust be controlled continuously, and the planning must be completed.The knowledge and the progress of the personnel must be developed, etc.The vision, philosophy, mission and performance framework mustbe clear; and the work control criteria must be set up including theselection of the right man for the right job and the work integratingwith other organizations and network.
