ปัจจัยที่ส่งผลต่อการพัฒนาชุมชนยั่งยืน กรณีศึกษาองค์กร ปกครองส่วนท้องถิ่น จังหวัดมหาสารคาม (Factors Affecting Sustainable Community Development: A Case Study of Local Administration Organization in Maha sarakham Province)

ปัญหาการจัดการทรัพยากรในชุมชนปัจจุบันเกิดความขัดแย้งระหว่างรัฐกับชุมชนอย่างมาก ดังนั้นการพัฒนาชุมชนให้เกิดความยั่งยืนจึงเป็นสิ่งจำเป็นอย่างยิ่งที่จะต้องมีรูปแบบของการพัฒนาอย่างยั่งยืนเพื่อเป็นแนวทางในการนำไปปรับใช้ในชุมชนนั้นต่อไป การวิจัยครั้งนี้มีความมุ่งหมายเพื่อสร้างและพัฒนารูปแบบการพัฒนาชุมชนอย่างยั่งยืนในจังหวัดมหาสารคาม กลุ่มตัวอย่างในการวิจัย ได้แก่ 1) ชุมชนที่ประสบผลสำเร็จในการพัฒนาชุมชนอย่างยั่งยืนในจังหวัดมหาสารคาม จำนวน 6 ชุมชน ได้แก่ ชุมชนป่าโคกหินลาด ชุมชนหนองโดนท่าตูม ชุมชนป่าโคกใหญ่ ชุมชนดอนมัน ชุมชนศรีสุข และชุมชนบ้านแพงชุมชนละ 5 คน รวมทั้งหมดจำนวน 30 คน 2) องค์กรปกครองส่วนท้องถิ่นจังหวัดมหาสารคาม จำนวน 70 แห่ง แห่งละ 1 คน จำนวน 70 คน 3) กลุ่มผู้เชี่ยวชาญพัฒนารูปแบบการพัฒนาชุมชนอย่างยั่งยืน จำนวน 20 คน โดยการเลือกแบบเจาะจงเป็นตัวแทนเข้าร่วมโครงการ เครื่องมือเก็บรวบรวมข้อมูลคือแบบสัมภาษณ์ และแบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่ามัธยฐาน และค่าพิสัยระหว่างควอไทล์ ทำการวิจัยตั้งแต่ 1 ตุลาคม 2552 ถึง 31 พฤษภาคม 2553 ผลการวิจัยพบว่าตัวแทนชุมชนและองค์กรปกครองส่วนท้องถิ่นที่เข้าร่วมโครงการพัฒนาชุมชนอย่างยั่งยืนในจังหวัดมหาสารคาม ส่วนใหญ่เป็นเพศชาย อายุระหว่าง31-40 ปี ร้อยละ 32.5 มีสถานภาพสมรส ร้อยละ 62 การศึกษาจบชั้นประถมศึกษา ร้อยละ 37.5 และร้อยละ 49 มีรายได้เฉลี่ยต่อเดือนมากกว่า 5,000 บาทปัจจัยที่ส่งผลต่อการพัฒนาชุมชนอย่างยั่งยืน มี 3 ปัจจัยหลัก ได้แก่ปัจจัยการบริหารจัดการด้านธุรกิจชุมชน ปัจจัยการบริหารจัดการด้านสังคมปัจจัยการบริหารจัดการด้านสิ่งแวดล้อมส่วนรูปแบบการพัฒนาชุมชนอย่างยั่งยืนในจังหวัดมหาสารคาม มี 8ขั้นตอน ประกอบด้วย 1)การศึกษาชุมชน 2)การวิเคราะห์ปัญหาชุมชน 3)การจัดลำดับความต้องการและปัญหาชุมชน 4)การวางแผนแก้ปัญหา 5)การพิจารณาวิธีการดำเนินงาน 6)การดำเนินงาน 7)การประเมินผลงาน และ 8)การทบทวนเพื่อแก้ไขปัญหาและอุปสรรคเมื่อผ่านการพิจารณาจากผู้เชี่ยวชาญตามเกณฑ์ที่กำหนด (Mdn >3.50 และ IQR < 1.50) พบว่ารูปแบบการพัฒนาชุมชนอย่างยั่งยืนในจังหวัดมหาสารคามนี้ จึงมีความเหมาะสมต่อชุมชนในจังหวัดมหาสารคาม

ABSTRACT

Problems of resource management in community in currentconditions were more conflict between government and community. It wasessential to have a sustainable community development model in orderto be a guideline of community application for action. The purposes ofthis research were to construct and develop the sustainable communitydevelopment model in Maha sarakham province. The subjects used inthe research, selected through the purposive sampling, consisted of 1)six successful communities in sustainable community development inMahasarakham: Pakhok-Hinlad Community, Nongdonthatoom Community,Pakhokyai Community, Donmun Community, Srisook Community, andBanpaeng Community. There were five people for each community (30people in total), 2) seventy of local administration organizations in MahaSarakham Province. There was one representative for each organization,(70 persons in total), 3) 20 experts of sustainable community developmentmodel. The instruments used for collecting the data were an interviewform, and a rating scale questionnaire. The statistics used for analyzingthe data were percentage(%), mean( ), standard deviation (S.D), medianand quartile range. The research was conducted from 1st October 2009to 31st May 2010.The findings of the research reveal that most of the representativeswho had participated the sustainable community development projectwere male. They were 31-40 years of age (32.5 percent), got married(62 percent), graduated from elementary school (37.5 percent), and gotaverage income over 5,000 Baht per month (49 percent). The followingthree key factors affecting sustainable community development were community business management, social management, and environmentalmanagement. There were eight steps of sustainable community developmentmodel in Maha sarakham province community study, communityproblem analysis, needs and community problems ordering, problemsolvingplan, consideration for conducting, conducting, work evaluation,and revision for problem-solving and obstacles in order to be acceptedby the experts based on the criteria (Mdn. >3.50 and IQR < 1.50). Thisindicates that the sustainable community development model was suitablefor communities in Maha sarakham province
