บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับความพึงพอใจของบุคลากรต่อการนำนโยบายสภามหาวิทยาลัยสู่ การปฏิบัติในมหาวิทยาลัยราชภัฏมหาสารคาม เพื่อเปรียบเทียบความพึงพอใจของบุคลากรต่อการนำนโยบายสภามหาวิทยาลัย สู่การปฏิบัติในมหาวิทยาลัยราชภัฏมหาสารคาม และเพื่อศึกษาข้อเสนอแนะของบุคลากรต่อการนำนโยบายสภามหาวิทยาลัยสู่การปฏิบัติในมหาวิทยาลัยราชภัฏมหาสารคาม กลุ่มตัวอย่าง ได้แก่ บุคลากรมหาวิทยาลัยราชภัฏมหาสารคาม ปี พ.ศ. 2557 จำนวน 285 คน ซึ่งกำหนดขนาดกลุ่มตัวอย่าง โดยการใช้ตารางกำหนดขนาดกลุ่มตัวอย่าง ตามตารางของ Krejcie and Morgan เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ซึ่งมีค่าอำนาจจำแนกอยู่ระหว่าง 0.34 – 0.78 และค่าความเชื่อมั่น เท่ากับ 0.96 โดยนำผลที่ได้จากการเก็บข้อมูลมาวิเคราะห์หาค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบ t-test (Independent Samples) และการวิเคราะห์ความแปรปรวนแบบทางเดียว F–test (One Way Analysis of Variance) ส่วนข้อมูลเชิงคุณภาพ วิเคราะห์โดยการพรรณนาวิเคราะห์ ผลการวิจัย พบว่า 1. ความพึงพอใจของบุคลากรต่อการนำนโยบายสภามหาวิทยาลัยสู่การปฏิบัติในมหาวิทยาลัยราชภัฏมหาสารคาม พบว่า ความพึงพอใจโดยรวมอยู่ในระดับมาก ( = 3.93) เมื่อพิจารณารายด้าน พบว่า ทุกด้านพึงพอใจในระดับมาก ซึ่งด้านที่พึงพอใจสูงสุด 3 ลำดับแรกคือ ด้านแผนพัฒนามหาวิทยาลัย ( = 4.09) รองลงมา คือ ด้านการบริหารจัดการกิจการทั่วไป ( = 4.01) และด้านการผลิตบัณฑิตและพัฒนาครู ( = 4.01) ตามลำดับ 2. ผลการเปรียบเทียบความคิดเห็นของบุคลากรต่อการนำนโยบายสภามหาวิทยาลัยสู่การปฏิบัติในมหาวิทยาลัยราชภัฏมหาสารคามโดยรวมและในแต่ละด้าน พบว่า บุคลากรที่มีเพศ สถานภาพ ประสบการณ์การทำงาน และระดับการศึกษาแตกต่างกัน มีความพึงพอใจต่อการนำนโยบายไปสภามหาวิทยาลัยสู่การปฏิบัติในมหาวิทยาลัยราชภัฏมหาสารคามไม่แตกต่างกัน 3. ผลการศึกษาข้อเสนอแนะของบุคลากรต่อการนำนโยบายสภามหาวิทยาลัยสู่การปฏิบัติในมหาวิทยาลัย ราชภัฏมหาสารคาม พบว่า บุคลากรมีข้อเสนอแนะในการนำนโยบายสภามหาวิทยาลัยสู่การปฏิบัติ

ABSTRACT

The purpose of the research is to investigate the level of the satisfaction of university
personnel with the practical implementation of the policies of the RMU Council, and to find some useful suggestions for the implementation of the policies. The samples were 285 personnel of Rajabhat maha Sarakham University in 2014. The Krejcie and Morgan method was employed for calculating the sample size. The research instrument was a questionnaire with a 34-.78 discrimination indices and a.96 reliability index. The statistics used were mean, standard deviation, percentage, the t-test (Independent Samples) and the F-test (One Way Analysis of Variance). The descriptive analysis was used for the study. The results were as follows 1. The average level of the satisfaction of university personnel with the practical implementation of the policies of the RMU Council was at a high level (3.93). The three high rated items of the policy implementation were the university development plan ( = 4.09), management of the general affairs ( = 4.01), and producing qualified graduates and teaching profession development ( = 4.01). 2. The findings showed that the overall opinion of the university personnel toward the implementation of the policies of the RMU Council regarding different genders, work statuses, work experiences and educational backgrounds was not significantly different. 3. In conclusion, the university personnel propose nine areas under the policies of the university council. Keywords : Satisfaction, Policy Implementation, University Council
