บทคัดย่อ

การวิจัยในครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาระดับและเปรียบเทียบการมีส่วนร่วมของประชาชนต่อการให้บริการจัดการขยะมูลฝอย และศึกษาปัญหาและข้อเสนอแนะ ของประชาชนต่อการจัดการขยะมูลฝอยขององค์การบริหารส่วนตำบลเหล่าดอกไม้ อำเภอชื่นชมจังหวัดมหาสารคาม กลุ่มตัวอย่าง ได้แก่ หัวหน้าครัวเรือนหรือตัวแทนครัวเรือน จำนวน 322 คน เครื่องมือที่ใช้ในการศึกษา ได้แก่ การหาความเที่ยงตรงเชิงเนื้อหาของแบบสอบถาม โดยวิธีการ IOC ค่าอำนาจจำแนกรายข้อ ระหว่าง 0.217 ถึง 0.730 และค่าความเชื่อมั่นของแบบสอบถาม เท่ากับ 0.805 สถิติที่ใช้ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสถิติที่ใช้ในการทดสอบสมมุติฐาน ใช้สถิติที (t-test) ผลการศึกษาพบว่า
1. การมีส่วนร่วมต่อการจัดการขยะมูลฝอยขององค์การบริหารส่วนตำบลเหล่าดอกไม้ โดยรวมอยู่ในระดับปานกลาง (2.79) เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ดังนี้ ด้านการวางแผน (3.04) ด้านการดำเนินการ (2.75) และด้านการติดตามและประเมินผล (2.57) 2. ผลการเปรียบเทียบการมีส่วนร่วมของประชาชนต่อการจัดการขยะมูลฝอยขององค์การบริหารส่วนตำบลเหล่าดอกไม้ อำเภอชื่นชม จังหวัดมหาสารคาม จำแนกตามลักษณะของการรับบริการและไม่รับบริการไม่แตกต่างกันเมื่อพิจารณารายด้าน พบว่า ด้านการวางแผน ด้านการดำเนินการ และด้านการติดตามและประเมินผล ไม่แตกต่างกัน 3. ข้อเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนต่อการจัดการขยะมูลฝอยขององค์การบริหารส่วนตำบลเหล่าดอกไม้ ได้แก่ องค์การบริหารส่วนตำบล ควรเปิดโอกาสให้ประชาชนมีส่วนร่วมในการบริหารจัดการขยะและรับฟังความคิดเห็นมากขึ้น มีความถี่ 53 ความถี่ คิดเป็น ร้อยละ13.31 องค์การบริหารส่วนตำบล
ควรประชาสัมพันธ์ให้ประชาชนมีส่วนร่วมแสดงความคิดเห็นรวมทั้งให้ความรู้เกี่ยวกับขยะ การคัดแยกขยะ เปิด
โอกาสให้รับรู้เรื่องราวและความโปร่งใสขององค์การบริหารส่วนตำบล มีความถี่ 48 ความถี่ คิดเป็นร้อยละ 12.06
และองค์การบริหารส่วนตำบลควรตั้งงบประมาณซื้อถังขยะแบบพลาสติกมีฝาปิด ไม่ชำรุด และเพิ่มจำนวนบุคลการ
ในการจัดเก็บขยะให้เพียงพอ โดยเฉพาะขยะมูลฝอยอันตราย มีความถี่ 46 ความถี่ คิดเป็นร้อยละ 11.55

ABSTRACT

The objectives of this independent study aimed to: examine and compare the level of people’s participation in solid waste management in Laodokmai Sub-district Administrative
Organization as well as explore the suggestions of people towards solid waste management in Laodokmai Sub-district Administrative Organization. Data and information are gathered from 322 house’s representatives. The instrument for collecting data was a questionnaire with 0.217 – 0.730 item discrimination values and 0.805 reliability coefficients. Statistical analyses were frequency, percentage, mean, standard deviation and independent sample t-test. The results found are as follows. 1. The overall participation of people was rated at a moderate level ( = 2.79; S.D. = 0.13) and ranks orderly from high to low as follows: planning aspect ( = 3.04; S.D. = 0.18), implementing aspect ( = 2.75; S.D. = 0.15), and evaluating aspect ( = 2.57; S.D. = 0.26). 2. The comparison of participation of people in solid waste management in Laodokmai Sub-district Administrative Organization, which classified by, type of service usage revealed that, all aspects were not found significant difference at the level of .05. 3. Recommendations of people towards solid waste management in Laodokmai Sub-district Administrative Organization found that; Laodokmai Sub-district Administrative Organization should encourage people to participate in solid waste management (f= 53; 13.31%). They should campaign villagers to express their opinions in solid waste management and also recommend to classify solid waste before contractor’s truck coming to collect them (f=48; 12.06%), and they should set up a budget to arrange plastic garbage bins and provide enough scavengers (f=46; 11.55%). Keywords : Participation, Solid Waste Management, Administrative Organization
